ENERGY CONSERVATION
On Tuesday of last week,
Energy Minister Donald
Macdonald outlined in the House
of Commons a voluntary program
of energy conservation
immediatley, to be followed ,by a
program of mandatory allocationS
in the new year.
The Energy Minister asked
Canadians to lower their thermo-
stats, reduce their driving speed,
form car pools and cut down on
Christmas lighting, in homes and
commercially.
Mr. Macdonald announced that
both the provincial, and federal
governments will reduced the use
of heating oil in government
buildings - in federal buildings,
this move will result in a
reduction of 18%.
These programs are designed
to deal with shortages brought
about - by cutbacks in Arab
production.

completed by the end of 1975.
FOREIGN INVESTMENT
The House of Commons gave
final approval to the federal
government's foreign investment
bill. Introduced inJanuary by
Industry. Trade and Commerce
Minister Alastair Gillespie,. the
bill would establish a screening
agency for some foreign invest-
ment and restrict expansion of
foreign controlled firms.

National Health and Welfare
Minister Marc. Lalonde told a
Toronto audience that _Canada
Pension Plan benefits will
increase to about $250 a month in
the next 10 years.
At present, the federal and
provincial governments have put
together legislation to establish a
maximum pensionable earnings
level of $6,600 a year in 1974 , and
.$7,000 in ,1975,

the riding of Hermitage for the

The Ontario Government Bill to
provide a $50 Christmas bonus to
old age pensioners who receive
the Guaranteed Income Supple-
ment passed its second reading,
approved in principle, in the
Legislature this week after a total
of almost .6 hours debate.
Both opposition parties have
proposed amendments which
would provide a Guaranteed
Minimum Income of more than
$200 a month for pensioners.

HE WANTS BIG BROTHERS
David, 4 years old, is a healthy, slim, active boy with blonde
hair (even blonder in summer), blue eyes and fair skin.
He attends nursery school with other children his age and
loves it, but is not expected to be able to go on in the academic
stream as he gets older. He will need special education:
Though David is below average in many ways, he does well in
daily living. He speaks clearly in sentences. He dresses himself
(he's very neat, objecting even to a shoelace being untied). He
eats well, accepting anything he is offered. He's a good sleeper.
A sociable child, David is not in the least shy, having a
friendly 'Hi!" for everyone he meets. He gets on well with other
children and likes playing outdoors'with them on his tricycle, in
the sandbox or preferably in mud!
David needs a family where he will be loved, where his
limitations will be accepted and where he will have the
opportunity to develop, to the extent of his potential: It will be
best if he can have brothers and sisters, older by at least four
years.
