farmers on welfare will further
endanger Canada's food supply
and agricultural product exports
and do absolutely nothing to
reduce' food prices. The econo-
mists are at it again with sim-
plistic paper solutions which do
not take into account the hard
facts of life.
Hon. Eugene Whelan said in
a recent, statement in which he
connected a report being
prepared about Marketing
boards. This is his statement:
"An associate professor from
British Columbia, J.D. Forbes,
is making a report about mar-
keting boa!rds. The Consumer
Councl of Canada is paying
$48,700 for this report. my
advice to Mrs. Brechin, the
President of C.C.C. is that if

the report follows the line Mr.
Forbes is reported to have taken
in the press, the study will not
be' worth one cent. I have no
fear of unprejudiced studies being
made on marketing boards. I
have stated this in the House
before and `T am repeating it
now that I am' not worried about
well founded and well informed
reports. But it is amply evident
that economist Forbes has made
up his mind before the people
doing the study' have had time to
assess the field work.

He is right about one thing.
Farmers 'do want independence.
The same type of independence
that gives the"m the security of
income and stability in, their em-
ployment . that unions try to get
for their members and that pro-
fessors and teachers try to get
with university tenure, and pro-
fessionals with signed contracts.
' I have heard Mr. Forbes
thinks the operation of, marketing
boards are a hidden form of wel-
fare and that there are twice as
many farmers as we need to pro-
duce efficiently.
