To the Voters of Goderich
Dear air or Madam, -
Your Town Council has provisionally panned a
bylaw authorizing the guarantee of the principal
and Interest of =60,000 of the bowie of this Com-
pany, and has commented to submit same for your
approval.
Early In the year 1916 the National Shipbuild-
ing Company, Limited, purchased from the town
flat old Doty Engine Works situated on Victoria
and Bruck wtr'eetn, and later acquired the Paget
piton, and also erected and equipped a new taller
shop adjacent thereto.
)'roan the timed the Company's advent 10
Ooderlch to date, 1t las paid out In wages no leas
a sum than $485,000.00, and much money has also
been expended on the purchase of materials, etc.,
from which the shopkeepers and others have
beoetkted to a considerable extent.
Tbe taws have also been relieved by reason
of the number of houses occupied by the ('om-
san7 s woriamen.
The termination of the war brought about a
conation of shipbuilding in Canada, thereby de-
priving the ('ompany of its principal source of in-
come from the building of marine engines -ap --
bollen.
It is now devoting its attention to the esti
llahment of a permanent peacetime trade, by pro-
ducing the only known practical Flax -pulling
Machine and other implements toted in the flax
industry. Large sums of money have been spent
in ezpefimenting it'd bringing theme maeltloes to
'a degree of perfection. and the Company now calls
upon the town to &mixt it w Increasing and ex-
tending lir operations, which are likely to spread
worldwide.
it must net be forgotten that the (company
' will still continue to manufattnre other machinery
and to Increase its foundry production, whieb is
is industry in Brett. The taller shop will be
operated to Ito full capacity in manufacturing
belles and such arttelee as the plant is capable
of producing.
Should the by-law mots the proee do stiffing

soy off an old loan made by the town to the Doty
Novelty, also all other arrears, the total of which
amounts approximately to $:A,:llt(I.W, r0 that the
tows will thereupon be placed In funds to this
amount and Its liability will only be increased by
$34000.00.
Tbe loan to the Doty (;impany was s`curtd
by a mortmige on the plant sod property situated
on Victoria auxl Brock .ltre•ta only, whereas the
guarantee now asked for is secured by a first
mortgage on all torr Company's property and
amena lntluding the l'aget works and boiler shop,
the whole valued at not leu than $200,000.00. The
Warn appotate, its own ntttatorr, and unless they
value the property at $1':0,00.00 the bylaw drops
and no guarantee is given. The town, therefore,
L getting security In a rum greater by $70,00000
than it is gnaraste•e•iog.
♦ guarantee of bonds doer nut constitute a
debt. so thus the pursing of this by-law in no way
interferes with any debenture imiue the town muy
denies to make for its other undertakings.
Oar attention has bees called to a statement
trade by a citizen, who does not dita•IosMhls name,
that the COmpany 1s indebted to its bankers in a
y/` areetat,- To our mild thin robots -est the
t inalb1{lty of the Company. for if its bankers are
g♦r1Mied by a second mortgage or other sieurity
the town world appear to lw in • very safe posi-
tion with a first mortgage on all the (company's
•,feria
One of the eonditkutn of the by-law is that the
(catnap, shall, during the continuator of the
guarantee, keep cuntiuually employed In its works
a1 least 1011 halide, and thls proviso, considering
present e'ondlt lone of employment, is of much con.
sequence.
13y voting in favor of tis• by-law on May the
lnnd you will be atmisting an industry which has
been for .ante time eOmbilshel in your midst. and
ore from which it is generally conceded the vitt-
nem bate gained moth In t1 e past, and from
which we hope they will continue to benefit in the
future.
Your faithfully,
