THE REFERENDI'M.
r
On Monday next Ontario votes on an•
other referendum on the liquor question.
The proposal now before the voters is
supplementary to the existing legislation,
known as the Ontario Temperance Act,
which was endorsed by an overwhelming s
vote of the people in 19159. Under the
0. T. A. the traffic in liquor as a beverage
was prohibited so far a the Provincial
authority extends. Tn•• Province. how-
ever. could not interle:re with interprovin-
cial or international trade. and importa-
tion of liquors tram another Province or
from the United States is still allowed by

esti eagy means of procuring supplies. and
makes the enforcement of the Ontario!
Temperance Act much more ditfi_utt than
it would be were the supply from. outside
the Province cut uta.
The Federal Government now . has
passed legislation under which, should i

This is all that the people 'are to vote
on next: Monday. Tt-e question of _Gov-
ernment co mrd is not up f •r decision,
although it bulks largely in the discussion
of the referendum. The prohibitionists
-'claim it ilia "red herring" to distract voter
from the nal issue : on the other side it
isoclaimed that it is a ;sincere proposal to
do away With the evils of bootlegging,
impure liquors, and law evasion.. Out, as
• has been stated. Government control is
not an issue in this vote.
Huron county has always been a strong-
hold of temperance senjirnent. It voted
strongly for the existing prohibition legis-
latign.and may be oounted_ upon fora large
majority in favor of the logical course of
strengthening that legislation by the pro-
hibition of importation.
