Ottawa, Nov. 2't.—In a very` short
time it ',expected that the ()orninion and
Unitei States (:ovetnmeiatioaeill ask the
International Joint Commission to pass
judgment upon the various plans pre-
pared for removing the obstacles on the
St. Lawrence River b'tween Lake
Ontario and Montreal. and making the;
whole Great Lakes system additional
seaboard.
Colonel Keller of the United States
Army Corps. War Office Department, the
engineer repres •sting the United States,
and Mr. W J. Stewart, Dominion Hydro
graptier, consulting engineer for the
Department of External Affairs, have
made their reports to their respective
GoveAtnients with regard to the tao
proposed plans for a series of canals and
locks, er for dam: and locks, and with
regard to the power question. -
Held Conferences.
Colonel Keller and Mr. Stewart have
had three meetings; one in Ottawa. one
on the banks of the ever, and one at
Washington. The results of theit con-
ferences will be made known by the
respective Governments after considera-
tion is given to the reports. The form of
the quest ton for submiswon to the Inter-
national Joint Canned will be decided.
The matter is of v al importance to
the city of Toronto, ause, if it goes
theough, it is confidentlypredicted that it -
wilt make her harbor a buster place than
the hrst pioneers of harbor construction
in the port ever dreamed. Jam action
in removing the obstacles in tits. St.
Lawrence to ocean navigation, and tilde
development internationally of the
1.200.000 horsepower now going to
waste in order to pay the cost of the
project. was for some time urged vainly
by the Canadian Government in Wash-
ington.
l'. S. Saw the Oppsrtuwita.
Because those behind the Erie Canzl
project (eared the results the .United
States tot tome time paid only a polite
attention to the representations of the
Domaffort Government. Then the
_Alobrthwestern States began to take notice
of the plan. seeing the great advantages
it hold out to them. and Washington was
bombarded from the middle and north-
west to push the matter along. The
United States has therefore been very
five of late in pushing the plan along,
oder the Ashburton and the Washing.
ton Treaties the United States has the
right to navigate the St. Lawrence River.
-Ocean vessels o( light draft have already
penetrated the'Great Lakes as tar as
Fort William. Originally ocean vessels
stopped at Quebec.
Ocean Vessels to Toronto.
Ly the new scheme it is hoped to bring
ocean vessels direct to Toronto and to
American ports. BY the Welland Cana!
eighty per cent. of the vessels now coin'•
hog to Montreal could go still farther
westward to any point on the inland
lakes. giving (;hearer Itansporlation to

line. All the northwestern Provisoes and

and some of the middle States in the
U .ited States would be Tributary to this.
It is calculated by the advocates e f the
aheme that it would rut five or six cents
off the cost of transporting ten wheat.
Queer Opponitien. •- _._...
Opposition in Buffalo has developed
the strange argument that such a de-
ve,lopment would permit British warships
to tad up the St. Lawrence and bombard
American inland ports, The answer to
this is that Greet Britain could do t, at
much mote effectively by the construe.
tion of the -Georgian Bay Caoal if that
were done..Other American cities not
committed to the development of the
Erie trade. such, cities as Duluth. Super-
ior, Chicago. Milwaukee. Marquette.
Escanaba, Sault Ste. Marie, Detroit,
Cleveland, Toledo, Erie and even part of
the industrial and business life of Buffalo,
have adopted the slogan, "To the Sea. '
To realize this ambition of Canadian
and American cities. the total fall to be
overawe is 221 fret„ strung Out over one
hundred•miles. Forty miles of artificial
channel wosld be needed, as"tttm)iared
with twenty -Liv miles at the Welland
Canal, ,rtth a drhp of 828 feet. It would
cost Canada and the United States one
hundred million dollat -for this Platt. It
is argued that it would `save its cost in
transportation bills in three tar four years,
that coeetwise traffic would , develop
which would give another imp'i`tt)s to
shipbuilding. and that The power dces op
ment would pay lir it. "!
Power Radius um Mflea.
It is estimated that power could be
used for a radius of five hunired miles,
which means that it can be used for
propulsion of railway trains all over
Ontario and for industrial t urposes as far
south as New York. This would be a
tremendous reduction on the drain of the
fuel resources of the two countries and
cheapen industrial processes. Estimat-
ing the cost of steam coal at ten dollars a
ton, it is stated here that Industries pay
11100 for every horsepower of energy
developed, whereas the same work coved
be done by t lectricity for 11i25 or le -s.
