The words "I" and "My" In the
letter are italicised In the report.
"Modern law," the report con-
tlnaes, " do not recognize irrespon-
sible authoritative. even at the sum-
mit of hierarchy. It brings a state
down from Rs pedestal and makes It
submit to the rule of judge.
"Can there. therefore, be no quer-
, tion of saving from the judge a man
who is at the summit of hierarchy,
either by the application of internal
law or of international law."

This 1s the opinion expressed by
Lord Robert Cecil, who has just
turned over to the printer the Brit-
ish plan for the League of Nations
which will be submitted to the Peace
Congress.
Lord Robert made this statement
to the Associated Press:
"The league should be all -embrac-
ing -for all trustworthy nations.
since It is fol' the good of human-
ity," he said.
Asked for a definition of "trust-
worthy," Lord Robert replied that
in the case of Germany one cri-
terion would be in the establishment
of a Government free from military
dominance. This would be guarantee
of trust worthiness. It was obvious,
he pointed out, that Germany could
not be admitted uptil she had
brought order out of the present
chaos and the complexion of the -
new Government was seen.
In Austria the situation was quite
different from that In Germany. and
very dlmcu1t, since Austria had been
split up by revolution. while Ger-
many thus far has held together, con-
tinued Lord Robert. and it appeared
probable that a number of separate
states would develop from the Aus-
trian empire.
"Here, as to the case of Ger-
many," he said, "stable and trust-
worthy Goverements must be estab-
lished. But there is no reason why
the various states should not come
In when they show themselves fitted
to do so, irrespective of the rest."
In this connection, he pointed out
that Sohentia showed more Signs of
being settled than the other sections
of Austria.

"We do not know what Turkey
will be," explained Lord Robert.
"We must await the territorial set-
tlement to be made by the Peace
Congress."
Much the same condition ob-
tained with respect to Bulgaria, and
the league would want to know if
Bulgaria had "abandoned the idea
of being the Prussia of the Balkans"
before admitting that nation.

A Splendid War Record Which it

The Salvation Army has. during the
:d
peri,of the war, done a great work
with the soldiers overseas. In fact. the
twelfth day of the war found the Salva -
tit n Army at work behind the lines in
Belgium. It continued to maintain
nearly two hundred .huts. forty-five am-
bulano s and over twelve hundred uni-
formed workers. The Salvation Army
also established and maim ained ninety-
six hostels ar,d forty rest rooms. These
hostels were and are located in Paris,
Boilogne, London, Eng.. and various
other points. including several Canadian
cities, where the returned soldier has been
given comfortable quarters and a good
bed at a price he is ab:e to pay. At the
hostel in Toronto a returned man may
procure a room. three meals and a bath
at 80c a day. which, of course. is consider-
ably below cost.
Up to the present the Salvation Army
hu made no appeal for funds to help in
its war work. but now with the early re-
turn of nearly 300,000 men additional
hostels must he opened, and for the pur-
pose of continuing and extending its
work the Canadian public .is asked to
subscribe one million dollars. In addi-
tion to the work mentioned above lite

recent developments in Russia indi-
cates that the strength and prestige
of the Bolshevik Government at home

strengthening their armies and gain-
ing considerable military success in
extern Russia.

Soviet Congress that the Balsheviki
surrendelt. Trotsky, hard Radek and
Foreign Minister Tchitcherin opposed
the 'propottel vigorously. However,
Lentne's proposal was defeated by a
majority of o 12 votes out of 200
cast.
The prospec of foreign interven-
tion, however, it is said, has brought
to the Bolshevik support from cer-
tain elements which dislike interven-
tion as such and who. tear that Inter-
vention might result\ in a counter-
revolution and (he restoration of the
monarchy. The Bolehevlkl army la
estimated to number 30'9,000 men.
It Is said to be well equipped and
under complete control of Its leaders.
The high pay offered by the Bolshe-
viks, who also control the fond sit-
uation, has enabled the leadeks to
maintain discipline and to attract
recruits.
It is believed here that no revolt
by the unarmed mases of Northern
and Northwestern Russia will have
much chance of success while the
Bolsheviki maintain control of their
army.

ONION STOCK YARDS.
TORONTO. Jan. 21. -With a run
et abput 570) head of cattle on the
Union Stock Yards Exchange yester-
day, all classes were ronsiderably
lower. the decline ragging all the
way from 50c to 31 per cwt.. the
latter of course In exceptional cases.
Medium butchers would show a de-
cline of from 70c to $1 to some cases
from the high price of last week.
The better grades of butcher cattle
were on the other hand not so much
lower.
There was a fairly heavy run of
sheep and lambs„a�1,2.166, and the
market showed 6 sharp decline from
$1 to 32 from the high of last Mon-
day. Lambs sold from 14c to 15e
with a few odd bunches going to
151,4c, with tilt most of the sales
from 144,c to 15c, with a lot round
14e, and a big bunch of them still
unsold.
The hog market so far as this week
e is concerned 1s simply drifting, and
packers decline to quote a price for
the balance of the week. The most
ere can say about the hog market is
that it stands nominally at last
week's .price for contract hogs, with
no bids being made.

Alberta German Freed of the Charge
of Murder.
CALGARY. Jan. 21. -Albert Arn-
old, an ex -lieutenant of the German
army, and now a naturalized citizen,
a farmer near Drumheller, Alta.,
charged with the murder of Tip
Blain, a barber, and a Victory Bond
salesman of Drumheller, on the night
of November 11, 1918, was acquitted*
by the jury, the trial only lasting for
the day. Not half the witnesses that
were subpoened were called. Mr. Jus-
tice Stewart, on the recommendation
of R. A. McGillivray, Interrogated the
case and stated that enough evidence
had been heard to prove that Arnold
had been justified in his art. He
thereupon charged the jury to this
effect.
On the night of November 11,
1918. Tip Blain, in company with
about twenty others, went out tw.thel
farm of Arnold with fhe Intention of
selling film Victory Ronda. After
breaking nearly all the windows in
the house they forced their way Into
Arnold's bedroom and here the shot
was fired that stretched Blain life-
less on the floor.

the aviator, Sunday won a prize of
25.000 francs for being the first air-
man to land on a roof of a house
daring a Eight.
Vedrinea landed on the roof of
Galleries tatayetta. a large depart-
ment store near the St. lazare Sta-
tion. The roof 1s 14 metres Is
width, and in length about 2"
metres. The width of the airplane
used by Verdines is 12 metres. The
landing was a spectacular one, and
although the macbine was slightly
damaged Vedrlois was uninjured.
