Central Powers Have Arranged

the Rada and this Teutose.
LONDON, Feb. 12.—Joy-belts were
rung fa' Berlin and there were rs-
jolcinga at Vienne over the conclu-
sion of a separate peace with the
Kiev Rada, whine Leon Trotsky, the
Bolshevik Fdreign Minister. was
still disputing the rlgbt of tbat Rada
to represent the Ukraine at , the
Brest -Litovsk negotiations, aad
while Ukralae is still torn by civil
war.
A despatch to 1 Amsterdam from
Berlin says that the treaty Includes
mutual renunciation of reimbuase-
ment of war costa and Indemni a -
lion of war damarea; permission b'r
the respective war prisoners to re-
turn to their homes or remain in be
country where they are imprisoned
or proceed to another country;
economic relations to be reeumed-
forthwlth.
The treaty, according to other de-
spatches, is supposed to include the
cession of the Ruthenian portion
of Galicia to Ukraine in return for
some sort of Austrian protectorate.
It Is aim rumored that the Cen-
tral Powers haae made an offer of
military assistance to the Kiev Rada
in overcoming the Bolshevik' inva-
sion. How far that Invasion bas
been successful, or whether the
Kiev Rade. representing the mod-
erate Socialists, will be able firmly
to establish its authority against the
Kharkov Rada, representing the Bol-
sheviki. is unknown.
There Is little news of the prorest
of fighting in Ukraine and so far the
reported capture of the tows of Mo
-
hike and of Ensign Kryle'nko, the
Boleheviki commander-In•chief, rests
entirely on German report; no con-
firmation to forthcoming from any
Russian or independent sourer.
The signing of peace has been re-
ceived with greater enthusiasm at
Vienna than .at Berlin. This is due
to the tact that it removes tbe men-
ace to Austria's frontier and raises
expectations of relief of the food
situation from Ukraine grain re-
serves.
One of the first results of the new
place has been a Gennan ultimatum
aimed at forcing Roumania to take
a simper step, and clearly c;ennan
policy \ a beim: devoted to tenor.

tung says that no further conces-
sions to the Russians will be permit-
ted. Should the peace negotiations
with Ukraine materialize, the de-
velopment of "peace negotiations
with Trotsky may be a matter Of in-
difference to us," the paper adds.
Vorwaerts says this meals that
Trotsky will be confronted with an
ultimatum requiring him fully to
recognise the German demands of
December 27. including the question
of self-determination for the Russian
border people as the german Govern-
ment conceives , it. Otherwise war
against Russia will be resumed.
"We do not know what Trotsky
will reply," says Vorwaerta, "but if
the negotiations are wrecked we
know the German people will inquire
Very thoroughly into the question
of who is to blame."
The leader of Ukrainian (Ruthe-
nian) representatives in the Aua-
trlan Parliament have sent congratu-
lations to Emperor Charles on the
signing of peace with Ukraine, nye
a Vienna despatch, and expremed
confidence that the approaching peace
'would also bring the Ukrainians of
the Austro-Hungarian monarchy full
national political freedom."

The rheumatism started in my
right knee more than a year ago. later my
arms and shoulders became alfet'ted and I
soon became so crippled up I simply
couldn't do a thing. My knee joint was
so ewolien and slit( t could hardly move
it and my arms were in such a tix that 1
cuuld just' barely raise my hands high
enough to button my collar. My knee
was swollen -out of both sides terribly. 1
couldn t draw my leg up at all and if 1
happened to strike altainst anything it
would almost paralyze me for a few
minutes.
"I had tried almost everything, it seems
tome, but two bottle, of Tanlac have
done me more good than all the other
medicines combined. 1 have just started
on my third bottle and 1 have never seen
or heard of anything knocking out rheu-
matism like it has mine. The swellinit
and stiffness has almost disappeared en-
