The regular meeting of the town
oouacil was held on Friday evening,
with all the members pre.ent and
Ma Heid presiding.

the auditor& report fur 1914 were pre-
sented and sent to the finance com-
mittee, with power to have the aud-
itors' report printed.
A petition was read from the presi•
dent of the Red Crow Society eking
that the council make • grant to that
work. Mayor Reid thought a grant
shituld be wide, as it was one way of
making every t.xp*rrr contribute to
the country's need. Reeve Elliott and
Oouneitlor Wiltwa concurred and
moved that a grant of S50 be made.
Councillor Wigle said the finance corn-
tpitte?Ce had no intention of stalling
the propoilti0n, but Le thought the
grant should t.e passed thtough the
proper channel. It was finally sent
to the finance committee• with power
to act. The finance committee after-
wards met and recommended abet a
grant of $50 be made.

The report of the special committee
recommended that J. W. Craigie's
billiard and poolroom license be re-
newed on payment of the proper fee :
that Louis Candor be granted a Irl c::n.
for the sum ut SA) to sell peanuts, pop-
corn and chewing gum from his cart,
with no privileges in harbor park ;
that J. II. Leech be granted a rebate
of CO on his oil license fee. The re-
port was adopted.
Fees in Liquor Casa.
The report tittle finaocecommittee,
recommending the payment of • num-
ber of accounts, was adopted. It wag
supplemented by a second report deal-
ing with the payment of the police
magistrate's and county constables
fere. in liquor cases where no convic-
tions were recorded. The report was
=follows :
Re clauses two and three of your
committee's report dated Sth April,
1915, which on motion of council was
referred back for further considera-
tion. (a) Your committee feels now,
as it felt previously, that IL- would be
creating a precedent by paying these
amounts, which necessitate our pay-
ing in future similar accounts. We
have also considered that it would be
unfair to our own officials, who are
entrusted with enforcing the law and
paid by salary and fees, as per bylaw
appointing them, if they loo were not
pard their fees in cases in which there
were no convictions.
(b) Your committee are also of the
opinion that if funds wt aside for the
enfoteement of the act is liable fur con-
stable's and magietr•te's fee. that

have been rendered to the council 01
that year.
(c) Your committee acknowledges
the provision of the Liquor License
Act which sets aside one-third of the
fines for the enforcement of the Act,
but as the Act does not define as to
how this expenditure is to be made in
the enforcement, we feel that as the
Act is for (be general welfare of the
whole commonity, a great deal of dis-
cretion should be used in waking pay -
meet. from this fund.
(d) Your committee is of the opin-
ion that those officers who have as-
sie ed in the enforcement of the Liquor
License Act are to be commended.

that the town treasurer has received
io all for fines the sum of $430 for lo-
fringementa of the above Act. That
in fifteen rases the information was
laidby (thief Postrlethwaite and twelve
oonvict ions secured. in eleven cases
by Sergeant Moon, and ten convic-
tions; that In thirteen cases Crown
Attorney Meager conducted the prose-
cution. In the greater number 01 cases
Police Magistrate Kelly presided.

Rev. Uro. Jewett of Blyth presided
at the evening meeting
Miss Courttee of , Clinton, who ite
home from Japan on rick leave, gave
an exceedingly interesting address, il-
lustrating the dress of Japanese chil-
dren by presenting a little girl in Jap-
anese costume. The eddies* was
listened to with much interest.
A solo by Min Aitken was heard
with great pleasure. after which Mrs.
Barker, of Seaforth, gore a paper on

RAPID Uttow•ret.--The growth has
been very tepid this spring, and in
co.nrequence things are further ad-
vanced than usual at this time of the
year. Everything points to a boun-
tiful harvest, providing the crops ars
n ot injured by front ; they b•ye Come
along sorapidly that they are tender.
On Vunday and Monday nighty there
was considerable frost, but whether
enough to' injure or not we do not
know. The fruit tees ate out in
bloom and the early fruits promise •
bountiful yield, but the later varieties
are not w promising.

with the 33rd Battalion at Loudon,
