of value ; the people of the township
could get sand down there, and it was
a good place for • picnic.
There followed • livelydiscuasioo of

disputing Mr. Fleming's claims. He
advised the people to elect moo who

Mr. Hethei ingtnn made an explana-

county and school rates bad been

J. C. Laithwaltx, wbo has been
chairman of the finance committee
Hewing the pert year, said some big
mistakes bald been made in the past
when some of the very best men of
the town had baro in office. He coo-
siderrd himself but r common snsu,7et
be bad been able to handle his own
finances with *fair measure of me-
ccas.
tacues. Mr. Proudfoot and Mr. Wigle
were college -ht ed men, but when they
had been unable to .tet lows from the
bank he bad got them. Six mills of
the yearly rate were r quired each
year to meat the liabilities in connec-
tion with the electric nod and the
Wheel Rigs factory. The debenture
debt wee steadily increasing but there
was no cause for alarm, as obs debt
was only $9U per capits, while other
towns were known to carry debts an
high as $3X) per capita. It was Du
wonder the town con not Anne. itself
properly when there were so many
taxes and loans overdue. Some thea
could live in luxury and smoke IOC.
cigars but would not p+y the town.
Factories that bad re !rived rado
money from the town invited them to
go to tbehot place when they asked for
the interest. Mr. Proudfoot and Mr.
Wigle were talking of introducing a
scientific system of bookkeeping. but
bookkeeping would not pay the debts.
He bad served the town for • number
of years and in seeking the deputy
rtewesbip be was looking to step up,
not to blip up as suggested by Mr
EUtoIL
C. A. Nairn was next oo the list but
did not appear.
W. T. Murnev, who was a nominee
for water and light commissioner,
gave a somewhat detailed statement
of the finances of that department.
He showed that • fair surplus was on
band and when certain debentures
were paid in 1917 the department
would be to • prosperous position.
Frank Elliott, wbo ie again in the
field for councillor, seemed to take
exceptioo to the remarks of some
former speakers that trained finan
ciets were needed in the council ; be
thought that men who) had work
only t hree da} s w week and yet paid
their taxes were the real fin.anci'rs.
The solution of the finance difficulty
was a proper aweesment, ; the present
system was rotten. He had no per-
sonal
ensonal feelings against the present as-
sessor, hut, he was • man over ,egbty
and should be "Osler sed. He
thought there was something wrong
with Cha lighting syetew which
charged tbe town $140 per house-
power
omepower for street light• when its cost
was but $37. At the time of the viblt
of the Appollo Comtnandary he had
not been asked to take any part,
probably because be did not own a silk
hat and swallow-tailed coat. He hal
objet ted t so much money being
spent on deputations but hued been in-
formed that it was not & matter of
money. He asked for one more year
In the council, not for the honor, but
because he wanted to see some work
completed.
J. H. McClinton spoke briefly of the
relief work which had been placed in
his charge and +tot d that twenty-six
families were being heft). d. Up to the
Present the town had not had to meet
the bills, as funds had been forth-
coming from other sources. Me
thought the town was by no means
'•broke"et and when the money
market became easier everything
would he all right.
Of the other nominees on the
list Mews. Frank Saunders, Alex.
It lung and J. D. Wilson were
the onlyones who made an appear-
ance. ach spoke briefly. Mr. Seam -
dere, wbo made • neat sprach. was not
sure of his position (bat has since de-
cided to stand for election). Mr.
Young said be had no intention of tie-
ing a candidate this year. Mr. Wil-
son accepted the nomination end
wormier(' to look after the town's

to thane the Municipal Aet, no that
towns of 1.1140 population might elect
their coancillo.e by wards. He bed
very little criticise to offer about the
retiring council, although be thought
the railway expenses and lawyers' fees
were rather high.
Councillor E. Ii. Wigle said be was
not a candidate for the mayoralty.
The council of the prat year had done
the best it could with what. it had to
do with. A depu•etion that had gone
to Ot•awa had been successful in hav-
ing $120,000 placed in the estimates
for improvement. to Goderich harbor.
Another deputation with regard to
hydro-Radi ale had not heeo .o suc-

erable trouble with the C. P. R. au-
.horities and had granted them a con-
ceesioo at. the waterfront for which
the C. P. R. bad promtaed adequate
return in the form of a weekly freight
host. bit so far the railway company
bad tooled to cart v out its part of the
:.greewenL He bad endeavored, as
chairman of the fire committee, to
have an atom' system installed which
would facilitate the movements of the
firemen in getting to a Are. He
recognized that the finances were not
in a healthy condition, and it would
need careful financiers to carry the
town through. Any man could move
a grant, but it needed good wen to
provide the money. A 30 -mill rate
would not pay what it oreds 32 mills
tat provide. The town was carrying •
floating deet of $18.000 which was
increasing at tbe rate of 13,000 per
year. He advocated the issue of de -
honour es to clear this up.
This closed the speaking of the
nominees for the Mayor'a chair.
The first speaker among the nom-
inees for the reevesbip was Robt.
Elliott, who gave one of his character-
istic addresses. He bad • word of
.'riticism for moat of the members and
for many of the actions of the council.
He claimed It bad not taken much to
finance his doper intent during the
year, as only $$I$U bad bran spent by
the cemetery and parks committee
during theear. If the public works
rommittee had not been to slow they
might have got $7,(01 from the bank.
