J Iona. • GODERICH, ONTARIO, THURSDAY, MAY 7, 1914 SHORT MEETING VERY LITTLE WORK ON SLATE FOR TOWN COUNCILLORS Local Barbers Request elylaw Passed to Close up Their Shops on Wed- nesday Afternoons -Council Refers This Matter to the Special Com- mittee for Consideration An air of tranquility prevailed at the eemi-montbly meeting of the town council held on Friday night last. All the councillors seemed to be in an amicable mood and there was no erose -firing. There wee, however, sev- eral outbursts of feeling when the evening papers arrived acid when it was discovered that Mr. J. W. Moyes, the promoter of the Ontario West Shore railway, had suddenly left Tor- onto. He came in kr considerable criticism. With the exception of Reeve Robert Elliott, all the councillors were pres- ent, although some were rather late In arriving. Mayor Reid presided sa usual. There was very little business on the slate and an adjournment was made at an early hour. COMMITTEE REPORTS In its report the Finance committee recommended that the town should join the Union of Canadian Municipal- itiri and that the usual fee of $13 be paid. The report was adopted. The Special comn.itteere commended that in the matter of purchasing police uniforms that it be lett in the bands of the !heirrnso. The report passed the council. Finding that there was no insurance. on the market building, the Market committee had instructed its chair- man to place Milli) insurance on the building and $200 on the market scales. It also reported that the stales had been re -planked as -advised. The re- port was approved of and. passed. It was agreed that Mr. Jame. Bow- man be engaged in lite town parks for the (month of May at a salary of Mie per month., This was the principal item contained in the report of the Cemetery and Parks committee. The report was adopted. A large number of petitions are oa file with the Public R orks committee and at present the committee is giv- ing them its serious consideration. BARBER MAKE REQUEST It appeals that a number of tett hers are agitating that all the barbers in town done their obops every Wednee- des afternoon during Msy, Jnoe, July and August. The coun- cil decided to refer the matter to the Special committee when the barbers will present their case. The Mayor called the attention of the chairman of the Harbor committee to the net of the town sheds on the dock being out of repair. Tbe dises- trous storm of last November was re- s ponsi ble. Coun. FINANCIAL THOUBLES The chairman of the Finance com- mittee' has his troubles, and l'oun. Laitbwaite called die attention of the council to the fact that several indus- trial concerns were in arrears with their payments. He wanted the clerk to he instructed to notify the heads of such concerns that payments must be made. He made a motion to this ef- fect. There was no seconder to this motion and the letter was left over. A letter was received from Messrs. Proudtoot, Hays •A Killoran, stating that the tailor Mr. A. C. Neff, who was appointed as auditor to go into the accounts of the Ontario West Share railway, we, *WJO, and that Mr. Neff bad drawn on the than and been paid *200. As hie hill is "bared among four municipalities, the share of Ooderich indebtedness is $$7.W which is in proportion to the bonds which this town guaranteed. This matter was referred to the Finance committee. Mr. Duggan bas an exceed- ingly mellow and rich voice and in the different registers is very well toned. However, in the volume of sound it appears that sometimes the pronuncia- tion be lost or almost entirely so. The contest will be divided into five districts, the town of Goderich being one and the remaining four taking in other points in Huron County. The months of May and June will be devoted to the contest and early in July -the successful contestants will start on their fifteen days' outing. Goderich will be the starting point and the party will go by rail to Toronto, thence by Richelieu and Ontario Navigation Co's. steamer to the Thousand Islands. From here the party will journey by rail to Albany, the capital of New York state, then down the Hudson river by steamer to New York City, where two days will be spent sight-seeing and visiting all points of interest in the great metropolis. SUDDEN DEPARTURE MOVES FAILED TO APPEAR FOR FINAL EXAMINATION Collapsed Over Papers and is Now Supposed to be in Algonquin Park --Railway and Municipal Board Will Summarize its Findings and Give Out Decision Shortly The last opportunity for Mr. John W. Moyes to appear before the On- tario Railway and Municipal board and explain his financing of tbe On- tario West Shore railway has come and gone. At the last adjournment of the inquiry the understanding was that Moyer' would appear on Friday last and makp the explanation, whose withholding has occasioned expres- sions of impatience more than once o0 tbe part of the chairman of the board. When it. was learned on Fr ids from a brother, Mr. W. W. Moyer', that in- stead of attending the inquiry Moyes bad taken a train out of town Thune day night, Chairman McIntyre im- mediately announced that the inquiry was closed, and that the hoard would at once proceed to summarize the evidence as given by documents and witnesses, and would follow this up an soon •s possible by their decision in the case. ti The hearing was a few minutes late in Opening. as the board were welting for Moyes to appear. but when neith- er her nor his solicitor, Mr. T. H. Len- nox, put in appearance, a half hour was taken up with .the examination of one of the lesser important wit - Denies. At the conclusion of this, Mr. Wm. Proudfobt, M.P.P., who has been presaing the inquiry on the part of the municipalities concerned, re- marked : '-1 had an anonymous telephone • e communication this forenoon. be stated, "to the effect that Mr. Moyes has been working in his garden all week, and that either thin morning or belt night he left the city. i would like to ask his brother if that is cot- rect." "It is correct," was the reply of Mr. W. W. Moyes. "Dr. Davison sent bitn out of town. He collapsed a week ago today, while working over hie papers. He absolutely refused to do as thing else but attend the inquiry today, but the doctor Insisted that be leave town, that it wan im w.esihle for him to stand the strain of attending." Liter inquiry revealed the fact that 111r. Moyer; is now in Algonquin park. Mr. Ptoudfnot was also curious to know wby Mopes' counsel had not attended. He informed the board that two days seo Mr. Lennox called on him and stated tont he expected to have Moyer present on Friday. but bad beard nothing from him since. 1t was then that Mr. McIntyre declared the inquiry had dragged out as long as could be tolerated. "This inquiry began last May," he stated, "and has been pending now for nearly a year. The board bas been given s certein number of facts, and it has offered every facility for those having knowledge of the affairs of the railway to attend. Up to the discovery of the papers belonging to the railway. we received no assist- ance from Mr. Mopes, or any other official of the railway, except Mr. MacEwan. The impression conveyed was that Moyes intended to obstruct and thwart the inquiry. But now a flood of light bas been let in by the discovery of the documents. We would have liked to have Mr. Moyes attend after those papers were found for the purpose of exploit log many things, but we have not been able to get him here. Now that many things are shown by the papers eoneerning the history of the railway, the board will deal with the documents and the evidence and close the inquiry. If any information bar not been placed at ocr disposal It is simply •od solely the fault of the person who possesses ft. We will bring in the report which seems necessary. Prior to that the evidence of Mr. M.
