The •onduct of the majority of the privileges and elections committee of the Legislature in choking off the in- vestigation of the Proudfoot cbargils is an insult to the people of Ontario. Mr. Proudfoot was promised a full and fair investigation, and acting in his rights as a memher of t.be Legis- lature he presents his chargls in formal manner, asking that they be referred to • commission of judges. lnstesd, the majority of the Legisla- ture, at the instigation of the accused persons ISir James Whitney and Hon. W. 1. Hammet, made the reference to thepriviiegws and elections committee, composed of twenty-nine Conserva- tives and seven Liberals. Having refused Mr. Proudfoot's re- quest for a judicial enquiry. it was all t the more incnmbent upon the Ministers to see that the committee which by their own suggestion bed been charged with ole investigation should allow— nay, should insist upon —a thorough sifting of all evidence uttered by any person concerned. On the contrary, however, the chairman of the com- mittee acted as if he had had instruc- Uone to allow no evidence t.o he given which would in any way damage the accused. The combined arts of the bully and of the pitiful peddler of miserable pettifogging technicalities were employed to prevent the disclos- ure of the facts. and then Chairman 1 Ferguson:had the supreme impudence to declare that the conduct of the com- mittee had been fair and impartial We say that such conduct consti- tutes an insult to the people of the Province of Ontario. They are en- titled to know the fart_. of this affair brought forward in constitutional form by a member of t heir Legislature, and in denying them the facts the majority are guilty of fraud and gross insolence. Sir James Whitney and Bon. W. J. Hanna had the opportunity of allowing the truth to be disclosed so that the public might judge as to tbeir innocence or guilt : instead they placed the charges before a partisan committee whose chairman had al- nady. as chairman of the public osecountscommittee, shown his inten- tion to block investigation. Under these circumstances the only con- clusion that can reasonably be arrived at is that the Ministers are guilty of the misdemeanors with which they are charged. Taking thWorld Rightly. Complaint of Opposition Obstruction Is Exploded—Government Could Have Passed These Bills Months Ago it tt Had Brought them For:: ward Instead ot the Naval Bill. Ottawa, May :1.—No more convincing p .,of of the lack of necessity for the ce..sure gag could be imagined than the speed with which business has been put through Parliament during the past week_ As a matter of tact more business was done in five day than during the whole session &Mee November 21st The manner in which t.be work went on ao.olutely proved the Opposition contention that they never had any intention of obstructing the business of Parbaalent except with regard to the u>.val bill, which they felt bound to oppose by every con- stitutional meats in their power. The Government has been laboring to spread the impression that a deliberate effort was being made to bold op the businese of Parliament, This effort to excuse legialati `s incompetence and the closure has fallen to the ground. On Tuesday no fiver than five im- portant measures were put through their third reading—the gold and merit from spendtstt ttsooey oo rI roads. I t i. the old Torr u kk of g t ty- ing t.. hid.- wrong principles under the popular guise of free ezpeoditurs. Consumers Sacrificed no "laeereata•" Another instance •if mueb fuss for little result was shown in the West ladies trade agreement, which was given its tbitd reading oo Tuesday, and which was aptly baracterised as •'a one-horse Linde averment- by Mr. Carvell. How little the masserw means is shown by the tart that under the British preference of 334 per cent Canada imported only Ml;(IOI,OlI1 of goods from the West Iodies and wet but Satittialilworth. But to whatever degree the agar anent is effective it will increase the cost ot living in Canada by increasing the cost of certain goods and rembsisg it on nothing. to order to give the necrsaary Si per cent. prefeeesae to the West Indies duty will he imposed upon lime juice. feed -molasses. cocoa - beans, and other articles which are now tree. It was also shown that the agreement would involve an inexeasf in the cost of sugar. At present the Canadian sugar refiner can import raw sugar from other countries at a preferred rate. hut this will be stricken out as regards other countries to as to give the puefetenoe to the West indies. • The net result will of course be dearer sugar. Ron. Dr. Pugsley moved an amend- ment that IS soon as the West Indies reduced their tariff on Canadian goods by i1 b0 per cent. preference Canada should put imports from the West Indies an the free list_ He showed that since the West Indies products did not compete with anything raised in Canada the result of such an arrangement would he to lower the coat of living in Canada, while 10 get such at. advar.tage, the West Indies Wight reasonably give a 5t1 per cent preference where a 3.1 per cent. prefer ence meant ptac•ically nothing nn a low tevenlie tariff. The whole thing was summed up by, alt. ClnrvelL 'The only thing in its favor is that the whole business is so small that the newspapers will not dia- eus. it, the politicians will not notice it., and I presume if this bill goes through Parliament you will never hear of it again." ' In order to put through this legisla- tion, whose only effect will ,,be to in- crease the cost of living here for the benefit of the West Indira, the Gov- ernment proposes to spend $200,(00 a year instead of $101.1,01110 in subaidie-e for the four vessels giving direct ser- vice to the West Indies, the only re• bill the ptill turn for this being that two of the silverware markings ships' will be replaced by slightly better regulating the use of radio-telegrapby, ves<els. Labor Will Not Tolerate tbe Gag. the Wert Indian trade agreement, the aid to agriculture bilk and the high- ways aid bill. The fact remains that all this busi- ness might have been done months ago but for the obstinacy of tbe Gov- ernment, which itaetf practised ob-, 1.truction by arrogantly declaring that unless the naval bill were passed Parliament should do no other bdsi- nes.—sod tben attempted to shoulder the blame for this absurd course on the Opposition. Had the Government , i been less concerned with inventing 'Imperial emergencies, whose existence was denied by the British Govern- i menta, and more concerned with tbb , business of tbe country, the program ; of Parliament might have been practically over by now inst-•ad of begineen I voted nand tthe budgetgbeo besought down months ago, to the great relief of the business community, anxious to know what is to be done with the tariff. Goverment to Handle the Hooey. While Parliament has done much business since the Government diopped the emergency, it has been by no means wholly in the public interest- In fact, the last weer has more than j ever emphasized the determination of Mr. Borden and Mr. Rogers to io-' augurate the Tory principle of govern- ! ment by Uabioet with as complete an elimination •s possible of interference from' Commons or Senate. Tbis principle has been constantly fought by the Opposition. Mit without ob-1 struction. They pointed out the i danger of the measures. offered amendments to make them more in the interests of the people and were then voted down by straight' plasty majorities. This intention of the Government to dominate, especially in the handling of vast sums of money, was shown in the bilis for aid to agriculture and aid to highways- By the aid to agri- culture bill the Government secured absolute control of $10.000,1100. The bill as panned by tbe Commons pro- vides that this money shall be ex- pended with proper distribution amongst the Provinces. according to population, but that it shall be ex- pended by the Government itself as it ares ft. A11 Parliament can do is to vote the money in bulk, without any control of its expenditure. This vicious principle was attacked by the Opposition. An amendment was presented by Hoo. Mr. Oliver designed to bring the voting of the money before Parliament each year. so that it would be dealt with Met se otber public expenditures. brought does. in the estimates cacti year and discussed. Thi, reasonable proposition. is the interest of both Parliament and country, was voted down by eighty• nine to fifty-two.
