An apology is due for the poor
appearance and late issue of The
Signal last week. The paper-
makers sent us a temporary
supply of paper which was so
thin it would not go through
the folder, but crumpled up. It
was found neceswry, at last. to
fold the papers by hand, which
was a big task considering the
large number of copies of The
l Signal that are now issued. It
was only by hard and persis-
tent work on the part of the
staff that the papers were sent
out even at the time they were.

The new council is considerably
changed from last year. Messrs. Cur-
rie, Buchanan and Irwin coming in in
place of members retiring or defeated.
We imagine, however. that "Star -
gleam" may be • bit too mild for our
esteemed contetnporary on this pres-
ent occasion.
The council will be quite within its
rights in interpreting Monday's vote
as sufficient authority for the signing
of the contract far Niagara power.
After Mr. Beck at the public meet-
ing on Friday night had dealt at some
length with The Signal's objections to
the "Hydro" proposition. the editor of
The Signal requeeted and was granted
an opportunity to reply. It ens soon
made apparent, however. that the
Hon. Adam Beck and his most ardent
soopercers did not. want to lieten to
any statements destructive of their
own position, and the Minister of
Pewee became very huffy and inter-
rupted Mr. Albertson repeatedly. If
the "Hydro" proposition is such a
good thing as it is represented to be,
surely it ought to be able to withstand
fair and open criticism.
