the park down towards the C. P. R.

A communication from Miss Skim-

draft bylaw covering tbe concessions
to the C. P. R. regaidwg the tracks at

tee, recommending payment of a

adopted.

This was not surprising. Mace the
Uoveanoent had nothing to say and
wanted nothing to do with it. But

Now it is aonouoced by Government
organs that Mr. Borden's naval
proposition -his "emergency idea,
not any permanent policy -will be
brought dorm, with the probability of
an appeal to the country beton: any
periaanent policy is adopted. It is
also stated tbat Mr. Bordeo'e position
will be in accordance with the policy

it can scarcely help being that, since
Mr. Borden has twisted through more
complicated convo(utioos on ibis
question that can be easily followed.

all his previous positions is by doing

It is intimated that the Highways
Aid Bill will be reintroduced at this
version. it was thrown out by the
Senate last year after long debates.

public. The Liberals did everything

The Navy Quests.
In March. 111119, Mr. Borden could
find sit little fault with Sir Wilfrid
Laurie' 's naval resolution that the
only improvement he could suggest
was the iooertion of the word
-speedy," which wee promptly ac-
cepted. Then the Laurier Govern-
ment proceeded to act upon this unary
imous resolution. Vessels were pur-
chased as training shipe and a naval
college established so that when war-
ships were secured there would be Ca-
nadian sailor. to wan them. Then
teoders were called for a eerie* of vea-
eels whose construction would cover a
period of ten years. The plans were
approved by the Britiah Admiralty
and tenders were submitted by the
greatest shipbuilding firms of Great
Britain. Everything was en train for
the real work of constructing Can-
ada's navy, w be built. as far as pos-
sible in Canto's, controlled by the Ca-
nadian Government and manned by
Canadian tailor-, nod, like the Au-
%traliao navy, immediately available
to Great Britain in case of war.
Theu, after one of the moat discred-
itable campaigns in Canada's hist3ry,
the Laurier Government was defeated
and the word 'speedy" promptly ex-
punged from the Borden dictiona:•y.
In office he bits been as slow as in op-
position he was urgent. One of his
first steps was to cancel the Laurier
arrangement fir the constructiou of a
nucleus for the Canadtan navy. Of
course, it was aonouneid that this
was because the plans were disap-
proved by the Government. It would
probably be more coirect to say they
were disapproveu by the Nationalists,
naval experts like Messrs. Monk, Nan -
tel and Pelletier tioding the plan ap-
proved by the British Admiralty quite
inefficient. •
Thirteen months have passed, and
the only benefit that the naval dispute
baa been to the country is that it has
forced Hon. Mr. Monk to resign, and
exposed to the obloquy of the nation
the discreditable alliance by which
the Nationalist-Oonservative Govern-
ment was formed.
That is the net result of over • year.
Canada is lagging behind tbe rest of
the Empire, tar outdistanced by
Australia and New Zealand, whose
Ooveromente have never made such
frantic boasting of hysterical loyalty
but were able to give tangible proof of
