Now it is aonouoced by Government organs that Mr. Borden's naval proposition -his "emergency idea, not any permanent policy -will be brought dorm, with the probability of an appeal to the country beton: any periaanent policy is adopted. It is also stated tbat Mr. Bordeo'e position will be in accordance with the policy be has adopted on numerous occasione it can scarcely help being that, since Mr. Borden has twisted through more complicated convo(utioos on ibis question that can be easily followed.
