A CONTRAST. Tomato liter. In Hochelaga. the Liberals have not placed a caudidate in the field. and The Montreal Herald. Liberal, advises the wnembets of its party to vute for Mr. Cuderre, the new Minister. In 1910 tbere was a bye -election io Arthribaska. The issue was the nary. The candidate supporting the Laurier Government was opposed by a Natioo- *11st, upon the ground that the Laur- i ier Gov eroutent bad organized a navy. Among the Nationalist speakers who took this ground was Mr. Mantel, who is today a member of the Borden Gov- ernment. . Conservatives also gave the Nation- alist candidate their support. Mr. Foster. now Minister of Trade and Commerce. and Mr. Rogers. now Min- ister of the Interior. Loth advised tbe electors to vote for the Nationalist candidate. '' Mr. Foster's action was all the more remarkable because he had supported the naval resolutions moved ty Sir Wilfrid Laurier in Parliament and had strongly advocated a Canadian navy as preferable to direct conttibu- cione. The lioderich Star has taken The Signal's advice and has been doing some thinking, with the result that it now states that what it wants is & contract for a "supply of Hydro -elec- tric poaet which will -include the de- velopmeot of the Maitland River." That is just the kind of contract The Signal has been working for. and it is a pleasure to see that The Star has come around to the position which this paper has taken :dl al ung. THE HIGH (OST OF LIVING. A committee of (lir Toronto Board of Trade has issued a report en "The High Cost of Living" which eppeateto be a deliverance of real value. The report sets forth the facts:, First. that there bas been a worldwide in- crease in the coif of living : second. that Canada has to a great extent ex- perienced this tendency : and. third, that it costa much more, to live in Tor- onto than in the smaller centres of Ontario. Following this statement of existing conditions, causes and revue• dies are discussed. Reasons given for the universal ad- vance in prices are the great and steady increase in the production of gold and the enormous growth of ex- penditure by the great nations of the world in preparations for war. For the advance in the cost ot living iu Canada the city ward trend of popu- lation and the absence of free com- petition in- the '-ale of foodstuffs are causes assigned. Local conditions. such as inadequate market facilities. high rents, and cir- cuuntancee making it possible fur merchant". especially wholesale, to combine and control the supply of foodstuffs. are held responsible for the fact that pricee in Turunto ale so much higher than in other place', in tbe Province. Foodstuffs are found to be higher in price in Canada than in England -a finding which fully beau., out an argu- ment which was frequently used in the discussion of reciprocity last year. A paragraph of the report is as fol. lows: EDITORIAL NOTES. It is teported from Ottawa that a redietribution bill will not be intro- duced at the session now opening. Perhaps the members from Western Canada a patt of the country that is now under -represented, will have something to say about this. At the opening of ti -e first session of the newly -elected Legislature of Sask- atchewan the address in reply to the speech from the Throne was moved by 5. J. Latta. a former Huron county school teacher wbu now represents the constituency of Last Mouot•in. Tbousanois of people are living in Toronto in abject misery. They are herded together in noisome slum dwellings where their health is under- mined. their moral stamina weakened and their zeal for work destroyed. This is from The Toronto News. It would have put bis life in dangerif a (frit advocating reciprocity had made such a statement just a little over a year ago. BIG At Out in tee FieidS with Chad. The liW meet that betted ass. One cause operating io Canada as a whole which permit,' the prices of foodstuffs to be higher in Canadian cities than in London is the tax levied on imports of food from abroad and paid, ot course, by the Canadian con- sumer. This tax was iuteoded to pro- tect the Canadian farmer in times of Canedian scar.ety and to be inopera- tive In times of Canadian plenty. but Cie development c1 the packing and canning industries. coupled with the growth of cold -storage facilities. his made it possible today for i group of men to entirely control the prices at which our termer!' must sell certain pioducts-newly all the possible buy- ers being in the group and also to maintain the price.. at which the con- sumer roust buy the wine products up to the level of the foreign price. plus freight. plus duty. A disgraceful riot in the British House d Commons is started by aris- tocrats. They burl epithets like "traitor':" and "apes" at the respon- sible Minister, of the Crown, and fin- ally resort to physical violence. A battle royal is threatened when "Will Crooke, tbe Labor member. poured oil on the troubled waters by starting the singing of Auld Lang Syne." If the cases had been reversed. what lectures we should have read on the decline of the fine old aristocratic manners of the House of Comwooe, caused by the entrance of the Leber members and other representative* of the common people. Deuooeracy never was more trium- phantly vindicated than when the British House of Commons, converted into a bear garden by the members of the privileged classes. is recalled to t decency and commonsense by a work- ingman. Those who read The Signal's article of two weeks ego on the position of the Ontario Liberal party would be surprised to see how The London Free Press twists it into an admission that the Liberals will use the temperance policy "for purposes of gaining power" and will endeavor to win Conservative temperance men from their party aMliation in order to bring victory to the Liberal party. This is to absolute, and cannot be other than a deliberate. wistepreaentation of The Signal's article, which The Free Prete takes good care not to publish. What The Signal actually did say was that prob- ably very few Conservative temper ance men would leave their party on this issue, and there was not the slightest suggestion that it should be made a party cry in order to win poli- tical success. But The Free Press seems to be incurably crooked. and the pursuit of • liar ie almost a hope- less task. Borden's Chace. Hatauton Times. It was only the other week that our Minister of Militia picked out Armand Lavergne aa Canadian military repre- sentative at the Balkan -Turley war, but Mr. Lavergne backed out at the last moment and refused to go. Now that gentleman comes out with the announcetnent tbat be was offered a portfolio by Mr. Borden when be was making up his Cabinet, and so far the Pretnier bas not denied the statement. Now it might interest the British -born and the Imperialists in our midst to know what kind of man Mr. Lavergne was tad why Mr. Bolden wanted to do him such honor. During the I)rummond-Ar thabaskaville campaign Le Devoit, Mr. Bouts/ma's own paper, reported Mr. Levet-glee se saving at &enfold : "We are French -Cana - diens, not English. Irrench-('ana- dians will nut go down on their knees before the English. They will not have their backbones smashed for them. Vote agftinst Sir Wilfrid Laurier. who wants to buy $15.0101.000 worth of guos." Mr. Lavergne was Mr. Bout sass 1 lieutenant in the gen• eral election campaign, and. naturally, subscribed to all the Nationalist speeches in opposition to a Canadian navy and in attack. upon Great Brit ain and the British people. He never repudiated any of these, and does not now repudiate them. And this is the man Sam Hughes wanted to send to the Balkan& to rep- resent Canada, and he is the man Mr. Bolden wanted to exalt to it Cabinet pwition. If the Empire bleeds to be saved, it is Irmo such individual. as Mt. Kaden and Mr. Hughes. The Winnipeg Telegram, the Man- itoba Government organ. makes a vicious attack upon Rev. C. W.
