Col. MacDonald Presents a Nurober of Requests on Behalf of the C. P. R. -Mayor Held Intimates That He etas His Eye on Maitland River Power. A tedious tut interesting session was that of the town council at the regular 'fleeting on Friday evening. Cul. MacDonald, of Guelpb, solicitor for the C. P. R., was present with an enoriaious bundle of documents relat- ing to various 'natters under negotia- tion with the town, and the result. was a general discussion of the position of the railways at the harbor. Another incideet of note was the declaration of Mayor Reid tbat be would not sign any contract for Hydro -electric power that did not provide for the develop - curet of the Maitland River. Toe members present, ill addition to the Mayor. wele* Reeve Munnings, 0000c1112ts Laichwaite, Pellow. Gra- ham and Vanatter. A letter nom the Mayor of Toronto, asking the ••iititicii to send a delegate to a COD!.-, core to be held in that city on Friday, November 4th, to consider means of caring for feeblesminded children. was read. 11 was decided not to send a reprehentetive to the meeting, but to notify the Mayor of Tui -unto that the council is in sym- pet by with tbe movement. The finance on ttee recommended the payment of to. number of accounts and the issuing of an ordei to cover the finding of the Court in the case of McLeod vs. the Town. Another zee= ommendation was "that Miss Skim meaty notified tbat under the circum- stances the council regret that they would not be justified in granting her request of September 4th, 1912.- The report wee adopted. Col. MacDonald was then heard end requested.: I. That the C. P. R. be given per- mission to use joinUy with the G. T. R. the tracks on the commercial a herr 2. That the C. P. R. be alloNved to fill in the trestle across Wellington street et the barter. 3. That the agreementin connection ith the flour shed and the tracks thereto be executed. Oo motion of Councillors Vanatter and Liithwaite, it was decided that the request of the C. P. R. for tier jointly with the G. T. R. of the tracks at. tbe commercial -wharf be referred t.o the harbor coinmittee and tbat the clerk notify iheo. T. R. authorities of the request. Another motion, proposed by the Reeve, was pained, so the effect that the council is of opinion that the C. P. sbould construct a subway acrose Wellington street and that tee mat- ter be referred to the public works committee to report. In refereoce to tbe third request. it was moved by the Reeve, secooded by Councillor Vanatter, and carried, that a bylaw he prepared authorizing tbe making of the proposed agreement between the town and the C. P. R. with reference to the flour ahed and tracks thereto. In the course of the diecusaiou Mayor Reid pointed out that access to the water from the town is being gradually cut off and further en- croachments cuust be guarded naainnt if tbe townspeople are to retain any means of getting to the waterfront. In reply to Elie Worship's enquiry if he could say when this C. P. R. in- tended to operate the flour sheds, Col. MacDonald said he had been informed there was some dissatisfaction on the part of the Mutual Transit Co. with Ib. condition of the harbor. Mayor Reid -"It may he three roes before the outside breakweter is Are the sheds to be idle *31 r Col. Macleonald-"I should hope not." He uoderstood that Mr. Arundel, of the C. P. K, in spite of any difficulty with the steamship company, inteoded to have the sheds in _operation next year. When thew matters had been dis- ported of, Hydro -electric power came up for a brief discussion and Col. Mac- Donald was asked by the Mayor to in- form tbe council as to Guelph's exper- ience with the power. The Oolonel, while stating: that he was not posted on the subject, gave some interesting kifortuation. Guelph, he 'aid, seemed 40 40 well satisiled. President Macklin's Suggestion at the Beard Trade Meeting. A canvass of the manufacturers of the town has shown that they are not prepared to take Niagara power, U3e price being too high. Why not, then, mete a contract for 1,50) borsepower from the Mei tiend River, which would cost about the same as 750 b. p. f rens Niagara, and ask the Hydro -electric Commission to give us power from the Niagara line to be built from 8e& forth until such time as the Maitland plant is completed ?' This was the suggestion thrown out by President Macklin at o general tneetinepof the Board of Trait+ Wed- n eadey„„evening. The president said he bed got tbe idea, from an article in The SignaLand it seemed to him tote, under the circumstances, the best Dian of recuring tbe power which Godes ich so much ueeded. Some discussion followed, but no motion was put before the Boar...i. The president's suggestion received support, and in face of the refusal of the manufacturers to take any consid- erable quantity of Niagara powe- it seented to be the only practicable sol- ution of the problem. Fut thee arrangements were made in preparation for the visit of Hon. W. 11. Hearin. to Goderich, the Minister having fixed Friday, November 22, as, tbe date. The plan is to have a sup- per at tbe Hotel Bedford, in which es many of the people o; Godetich and vicinity as care to do FO may partici- pate, and afterwards to hold a meet- ing in the court house, at which Mr. Hearst voll give an addreas on North- ern Ontario, with some reference also to the work of such ,organizations as the Board of Trade. The Clinton Board of Trade has sent out a call for a meet iog to be beld itt that town on Thursday, November 21, to further the county of Huron pub- licity scbecue, and the tioderich Board of Trade has been invited to send rep- resentatives. Any who may wish to go are asked to leave woi d with either Mr. Mitchell. of The Star, or Mr. Rob- ertson, of The Signal. so that the necessary arrangements can be made. The meeting at Clinton is to com- mence at 1 o'clock p. Taking advantage of the fact that a number of new mernbeta were present. at this meeting of the Board, Prear- dent Macklin gave a brief addrese on ihe subject of county publicity. Show- ing how it should benefit all parti. of the county of Huron. Rev. Jos. Elliott et to give an ad- dress under the auspice* of the Board at some later date which will have a bearing on the publicity compaign. Arrangements are being made to re- tain the room over the Union Bank on North street as thesdoulicile of the Board of Trade. Last night's meeting was held in ihe town council chamber.
