LOCAL OPTION WILL BRING
DECIDED BENEFITS
Local Option is in every sense a progressive
measure.
It will help the general business of the
town because the large amount of money now
spent at the nine places where liquor is sold will
be spent with the other merchants. The working-
man and his family will get the full benefit of his
wages. There will be better hotel accommodation,
the profits depending not on the bar but on the
character of the service provided for guests.
There will be decency and respectability
about the hotel!: and on the public streets where
now there is often foul language, disorderly con-
duct and rowdyism.
A large number of young men will have a
decidedly better chance of making a success of
life. They will be better workmen or professional
men, provide better homes and make better
citizens generally.
if Goderich adopts local option it will join a
Province -wide movement to materially reduce the
cost of the administration of justice and the main-
tenance of the asylums, jails, hospitals and houses
of refuge.
The liquor business is the ally of all the evil
forces in the community, and the enemy of all the
forces that make for the welfare of the people.
The questions of personal liberty or the desir-
ability of developing self-control without coercion
are entirely outweighed by the great and disastrous
results of the liquor business—the intolerable
burden of poverty, crime, insanity? immorality of
various kinds. Goderich gets its share of all
these results.

seats in the iciptl council of Code
rich for the year 1912 is tante es com-
pared with the battles of some previ-
ous years.. Chas. A. Reid, who has
had a long apps enticeabip in municipal
straits, steps up to the mayoralty

reeveship, ale, by acclamation, Mr.
Munnings, wh.• occupied the seat this
year, being a candidate for the office

cil during his occupancy of the
Mayor's chair, Mr. Cameron concluded
as follows : "I ant not a candidate. i
have served you two years to the best
of my ability. I have given a great
deal of time to your affairs, but i only
did my duty and nothing more. I as-

sary to make a change from Mr.
Chipman's plan. "You're putting the
sewer where it ought to be and you're
making a good job of it," wa- the Les•

engineer who had no personal interest
in the work- The speaker questioned
the campaign Statements of his oppo-
nent. Mr. Elliott, who stated that he
had opposed tip laying of the sewer on
the hayfield load. Mr. Elliott., he
said, had not the courage of his con-
vietioaa, because be never voted
against the plan. His proof for this
was that it was not in the minutes of
any of the council meeting.. Mr.
Elliott was a member of the public
works committee Ana along with
other members was consulted before
any action was taken ^in any matter.
Replying to a statement which he
said Mr. Elliott had citculated to the
effect that he missed only three meet-
ings during the year, Mr. Mannings
declared that he (Elliott) had been
absent from twelve meetings of the
council.
Robert Elliott was the next speaker
and his criticism of the work of his
colleagues, especially those on the
( public work'-ommittee, afforded an

other nominees qualified the four
trustees were all elected by acclama-
tion.
When Town Clerk Knox announced
the results of the nominations, J. E.
Tom woe appointed chairman and the
nominees were called upon to address
the audience, M. G. Cameron,
Mayor of Godericb, for the last two
years. was the first speaker. He gave
a synoptic review of the work done by
the council of 1911. They had started
off with a large pre.gram and the most
important part had been accomplished

council's power to do much with it..

said, the councils of the last two years;
had been able to accomplish a great
deal. The Government had been in-
duced to expend close on half -million
dollars, and with the further content
plated expenditure, bringing the total

should have a perfectly protected
harbor. in regard to the military
training camp, he did not think politi-

time came for the Government to
name a permanent Rite for the West-
ern Ontario camp. He had been in-
formed quite recently that the Deputy
Minister of Militia bad asked Co

Dr. W. F. Clark, who was ele.:ed

for 1912, acknowledged the honor. He

W. E. Kelly spoke briefly, and N. C.
Cameron strongly advocated a market
and further restrictions on tranient
traders.

The candidates for the reeveship had
another bout on the platform before
the meeting dispersed.

Engineer Roberts' Statement Regarding
Levels -The Summer Hotel Question.

At the nomination meeting on Fri-
day night it was slated that Blake or
Thomas street, on which the new sew-
er is being constructed, it; higher than
Raglan street. and that therefore the
sewer should have been laid on the
latter street. This statement evidently
was made without knowledge of the
facts. The following letter from Mr.
V. M. Roberts is sufficient evidence
along this line :

Regarding the summer hotel all I
wish to say Is that I did not consider
the council would be justified in selling
for $4,000 a building that coat $12,000,
at any rate withottl advertising more
widely than was done. The statement
that the building is falling to pieces is
not correct. It is a substantial build-
ing, and I hope that for manyyears

If the majority of votes next Monday
is in tactic of obtaining a supply of
power from the Ontario Hydro -elec-
tric Commission, the ratepayers will
hive nothing further to say in the
matter. The council can make a con-
tract which shall be "legal, valid and
binding" upon the town, whether the
ratepayers like it or not.. The peopl>
of Goderich have been led to under-
stand that a favorable vote on the
question to be submitted next Mon-
day would not bind the town in any
way ; that the ratepayers would have
another chance to vo -e on the question
when the council should tisk for
authority to issue debentures. But
the council is not required to ask for
any such authority. If the majority
of the ratepayers vote "Yes" next
Monday the matter passes entirely
out of their hands, and the council
and the 'Hydro -electric Commission
can go ahead and bind the town to
any contract they sus fit to make.
Are the people of GAderich prepared
to place such authority in the hands
of the c •uacil
Whether intentionally or not on
the par; of anyone. the state of the
law on this water has been concealed
from the people of Goderich. The
Signal ha' discovered the facts only
within the last few days, baying been
informed from a perfectly independent
source, and having found on reference
to the Ontario Statutes of 191)9 that
the law is as above stated. Any per-
son can look it up for himself.
it will be said that if Goderi •h votes
"No" next Monday the Government
will withdraw its proposition for the
developing of Maitland River power.
Hut the Government cannot honor-
ably withdraw on any such excuse.
Mr. Beck knows that Goderich will he
willing to enter into a reasonable cio-
tract when it knows what the terms
of the contract are. To vote "No" on
the question next Monday will not
mean that Goderich throws down the
hydro -electric proposition. it will
mean simply that Go leriob wants to
know what it is doing before it enters
into a contrast thu in "legal, valid,
and binding." This `signal has always
been to the forefront in advocacy of
the development of Maitland River
power. it welcomtets Hon. Mr. Beck's
promise to undertake this develop-
ment as a Government enterprise and
will do its share at the proper time to
secure a favoratle vote on the quo,-
tion

but it will be time essougb to ask for
ouch a vote when the commission
issues a report and give. facts and
Symms and lets the people snow what
they are voting for.
