THE POWER BYLAW.
ANOTHER FROM DR HOLMES.
To The Clemons et tederlet.
When this Brodie power project
war fleet discussed in my presenoe I
suggested that before anything was
done the Hydro -Electric bommision
be asked to send someone to give no
such information as would enable us
to kno .v what we were asked to do.
I may also mention that those inter-
ested in the Maitland River propo-
sition hoped that matters would he
eo far &deanee•t as to justify the calf-
ing of a special meeting of the county
council this summer to resider the
taking of it up as a county rehears in
cnnneetion with the Hydro-$kvtrie
Commission. The Bon. Adair Beek
was expected to be present and would
he able to sots posttivel- what the
Commission ootld ao sad would do
for Goderieb and the county of Huron
in the waw of obtaining power at cost.
Th. Hydro -Electric Commission is
established. egiripoed with $ °neap`
tent engineering and clerical staff and
maintained se the public expense for
the sok purpose of 'twine advise and
assistance to those municipalities ask-
ing for it towni'ds obtaining cheap
power.
inasmueh as the town council by
tbeir action have blocked the water
proposition. I think they should feel
it their duty to arrange at voce a
puhlic meeting in the town and have
the chairman of the Hydro -Electric
Commission present so that we can
learn from a thoroughly reliable source
what we are doing before we are
called upon to vote. It this be not done
and those interested in the Brodie
scheme are able to keep the electors
in the dark and throw a gang of
fakirs and exploiters on the town• tae
bylaw will lieely emery and we will
learn our mistake when too late.
In lea week's paper was a letter
signed Fairplay." One would image
lee from the letter that the writer
was ill favor of the bylaw. although
no particular Tarns were given why
we should vote for it. The whole aim
of the letter appeared to be to die -
reedit me. but you are not voting for
or against me. 'He writes: "In com-
mon fairness W. J. R. H. amulet have
said that $7.000 was for 210 horse-
power." Why should I ay it when
there is nota reticle of truth in It.
and neither is there any truth in the
statement that I ever wrote or said
that power was manufactured at the
power house at les than Mit per horst,
power. I might go through the whole
letter, but whet is the use ? Mr. Fair-
play
airplay bad better look further into thim
and when he finds my letter strictly
true in every particular etiologies to
me or swum. soother nom de plume
for future letters.
It is not my intention to present
env further arguments againet the
bylaw at present, but before cloeing I
would like to draw your attention to
this question of horsepower. Is it not
it misrepresentation to say we are
offered power under thie bylaw for
184 per horsepower ? The contract
calls for *11.060 per year for wnateyer
power ie used so long am it does not
exceed= horsepower. If the average
power urd for every hour of the
twenty-four in every day in the vear
should lee 100 horsepower. then it wonld
cost 8110.50 per horsepower.
A dairyman says to you. el agree to
supply you with Brief -quality butter,
ell you can eat up to four pounds a
day for one year for 8146. Figure
that out," he mays, "and yon will find
you are getting your buttter at fOct,.
per Ib." You save "How can you do
it?" He ay.. ••1 have a patent for
extracting milk from the cows. I am
going to buy up Colborne and tbe
beet part of Goderich township as a
starter. I am going to control the
wbolebutterhusinese of the coptioent."
You pay $146. and in time you end
you cannot est more than one pound
of butter per day. and that you have
paid 40 rte. new pound for your butter
for one year.
Yours only,
WM. J. FL Hoi.Matt.

A LETTER FROM MR. LANE.
Te tae Kellam of The Signal.
81R. -In your peeper last week i
read • letter signed "Fair Play"
which 1 thought dealt witb the pre-
paid power bylaw. but which is really
a criticism on a letter written by Dr.
Holme the week previous.
The elector, are not called on to
vote yes or nay on the Doctor. but on
the bylaw and agreement between Mr.
Brodie mind (be town of Godericb. so
there is really nothing in Fair Playa
letter to reply to. except tb•t part
roncerniug the action of the Board of
Trade.
The meeting of the Board of Trade
was called in a hurry. All the mem-
bers were not notified. and those who
were present did not know what the
meetiog was railed for. until an agree-
ment between Mr. Brodie and O.
town of Goderich was read. Mr.
Brodie and others were prevent and
stated that it was impanative that the
Board deal with, the agreement no -
night, became the town council was
going to consider it tc morrow night.
After talking the matter over for a
short time a resolution was introduced
and peeled by the Board apptoviug of
the egrnetneat i venture to state
that very few of the members really
knew the conditions of tum agree -
anent Under these eircuenataneee 1
do not resider it fair for Fair Play or

anent waa unanimously approved by
the Board of Trade. it is quite rea-

Now what does the averment say.
for this is really whet converse the
Metter. I will deal only with • few
01. T townnis asked practically to
give Mr. Brodie $ thirty-year trasohi+e
to deliver power to run our water abd
power punt at a Dort to the town of
$11,060 • year.
Every municipality in Ontario is
trying to get rid of franchisee. but
Goderich is now asked to grant this
franchise for thirty years. i do not
know what sum it oasts to run our
light and water plant now. but this is
itaportaot for the electors to inform
themselves on.
2. The bylaw states that Mr. Brodie
shall commneocs operations on the
power plant on or before the 1st day
of May. 1912. but eters no date when
power ,bell be delivered to the towr
Thus Mr. Bev 'ie may proceed with
the work just to suit his convenience,
and keep the town tied up to the
agreement for an Indefinite time.
Past experience should keep us wide-
awake oo this point.
3. If 326 bareepos .r is not re-
quired for e water and light plant.

the town cannot dispose of any stir -
plus power to any person or factory
in excess of five horsepower. The
factories are not promised power at
any price. Should not the town be at
liberty to make the best use of any
surplus power?
I am anxious for the progress of our
town along proper lines and under
reasonable conditions, and am not
opposed to Mr. Brodie's esteblishing a
salt industry and supplying the town
with power for water and light pur-
ports. but am opposed to the cott-
ditior of the agreement, and shall be
surprised it the agreement, in its pres-
ent
re♦ent form, is endorsed by the majority
of the intelligent. electors of our town.
W. Legg.
MORE LIGHT NEEDED.
To the edited Tbe BereaL
SIR. -Do the Mayor and council not
intend to give us any more informa-
tion in regard to Mr. J. Leopold Brodie
sul hie scheme for supplying electric
power to tbe town before we bare to
vote on the bylaw ? Are we not to
have a public meeting and have the
scheme discussed and the armaments
for and against it put before us? For
my part. atter reading "Fair Play's"
attempted rejoinder to Dr. Holmes'
letter, I still think that the Doctor is
right, and that we are being aekd to
go it blind.
Wby can't the Board of Trade, who
apparently induced the oouncil to ap-
prove the scheme, take us ratepayers
into their confidence end gi .e us a
little of the information which they
surely have? Who is this Mr. Brodie,
and who are behind him in this mat-
ter? Is be a capitalist, the authorised
representative of men of standing, or
a mere adventurer seeking like so
many others in these days to exploit
um a Or is this -a deepiaid scheme to
Mock our chants of gettiver help from
the Hydro -Electric Power Co. ?
How ie be going to prodnee his pow-
er and bow will hie scheme .affact the
position in which we stand to the wily
Mr. Moyes, and how will it affect our
chances of making tenor with the
Goverament Power Co. % Let us have
a little more light, geotlernen. If the
sebeme it. a bona fide one, Mr. Brodie
need not fear the light : if not, the
sooner we know it the better.
Meantime. unless we get more light
the only safe thing is for the rate-
payers to vote agatpet the bylaw.

I Monarch Shoes
FOR MEN
YOU may talk about the up-to-date style
of this shoe, the comfort of that and
the long life of the other, but if you want a
shoe that vies in style with the most stylish,
in comfort with the most comfortable and
in service with the longest wearing, buy
the MONARCH SHOE. There is
nothing one-sided about it. It's the shoe
of all-round satisfaction. The prices are
lower than most good shoes. -
