to the famine relief fund in China, ac-
cording to a cablegram received yes-
terday in Toronto telling of the great
need.
The following cablegram was re-
ceived from Rev. D. MacGillivray,
chairman of the curnwittee in charge
of the distribution of the famine re-
lief fund in China. It tells its own
story sod makes its own urgent
appeal : -
Areaof famine'nritch larger than
formerly believed. The committee is
besieged by appeal" from mission-
aries on the spot for belp for thous-
ands already. The present estimate
is that a million end a half in Anhui
and a mill1on in Kisogon are starving.
Fond from America is slow. Need
cash. Expect Canada to give at least
0100,0011."
To such an appeal there should be
an immediate and a liberal response.

Sold into Slavery.
Rev. Mr. MacQillivray baa for-
warded direct to The Globe the fol-
lowing letter. dated February 7th, re-
ceived from Rey. E. C'. Lobenatine :-
Here is an incident that is refresh-
ing, coming along with all the stor-
ies of sale of girls of marriageable age
and ct wives, and tbe giving away,
exposing or sale of children.
A few miles from here lived a fam-
ily of eight : father and mother. two
married sons and two grandchildren.
Having nothing whereon to live, and
unable to support themselves by beg-
ging. they were. along with ten tbous-
ands of other,, reduced to the point of
starving to deatb. Not many days
ago. the elders son's wife said to her
husband and her perente•in law :
"Take nes and sell 'ne. It Is not rigbt
that we should a[1 p-rish. if by selling
me you can live. 1 ase quite ready to
be sold as a slave." But the other
daughter broke in, saying : "Not so,
my sister, you have childr. e, while i
have none. and you are the wife of w
tbe elder son : it is your place to stay o
by your family. Let them take me d
rather and sell use. And then, it

can take to bim another wife better
than myself, who will he an honor to
the familyand raise up children for
him."

Fortunately, dogs are few now, having

Three or four days ago • woman
passed out of the west gate of tbe
city not far from bent, tarrying a
baby In her arms. She bad hied to
beg, but both she and her baby were
gradually starving to deetb. Mbe bad

could find no one to take it, for it
war young and weak and would al-
most surely die. She bad made up
her mind to expose it by the roadside
among the grave mounds, but when
it cute to doing so her boort tailed
ber and she could not. Seeing her
plight, and reading in ber face her
story, a passerby snatched the child
from her arms and carried it off
amongst the graver, while another
turned the balf-dead woman back
toward the city, there to try to save
herself from death. God only knows
how many thousands of others have
passed through the mane anguish dur-
ing the peat two months, and how
many tens of thousands must pass
that way within the next. four months.
THE NEW MUNICIPAL BUILDING.
To the Editor of The Signal.
DEAR SIR, -A notice appeared in
the last issue of your paper calling for
competitive plans for a municipal
building to he constructed on the site
of the present town hall, at a cost of
1135,000.110, and suitable for is town of
10,0110 people. The town council is
looking ahead eo far as offices and
council chamher accommodation are
concerned, but in suggesting that the
fire ball 3r combined with the build-
ing itis looking backwards, as it is also
in the statement that the building 'is
to be erected on the site of the present
town halt Fancy patting a $35,040.00
building on an eighty -foot lot sur-
rounded by ramshackle buildings. It
it absurd.
Thirty -live thousand dollars is a lot
of money, and it should be spent in a
manner which will give the town of
Goderich municipal buildings that will
be it monument of progression and an
advertisement of the business acumen
of its council such a building should
4* erected on a corner and en-
tirely independent of a fire halL
Splendid sites are to be found on the
Darrow property opposite the public
library, on Wert street next to the
postottice, or on the vacant lot on the
opposite isomer of Waterloo street.
No man in his sane saneee can for one
moment suppose that the. citizens of
Goderich ever expected that a build-
ing costing $33,000.00 would be erected
on the site of the present town ball or
that he voted for such a thing. Let
us get out of this rut of imitating
hat other towns of 5,0110 people have
one, and think for ourselves. Rim-
ers, I may say serious botcbes, have
been made in the part. Cannot we
take a less. -m from tbem, and now that
tbe opportunity affords redeem the
past by putting up a municipal build-
ing that will be a credit to our town
A town of 10,000 people requires an
independent tire ball, it requires • paid
fire brigade, it requires quarter* for the
fire brigade. The present town hall at
very email expense could he turned
into a very good flee hall, and one that
would tweet the requirements of a
town of 10,000 people ; tbere would also
be room for proper band quarters,
which ie also very necessary.
In the expenditure of a large sum of
money such as ie o+atemplated, it is
only fair to the people that they
should receive all the information
that can be bad. i would therefore
suggest that the Mayor call a public
meeting .o that tbe question can he
properly threshed out before °Roney
Is wasted on plans that may he no

has been slow in getting the cropper
coins to us, and it has not been pos-
sible tor us to snake our first distribu-

could have kept them alive for a few
days longer, and yesterday tbe mem-
her of the gentry. In telling me the
story, reported tbe entire family as
dead. With all Its redeem, it is re-
freshing to hear this account, for
wives and children over ten are being
daily sold as slaves, and not only is it
not consider ed wrong to buy hem. but
be who does a, is looked upon as bene-
faetor.

Toronto, March 9. -In the Legisla-
ture yesterday Mr. W. Proudfoot
tOentre Huron) led an attack un the
three-fifths clause of the local option
measure.
in supporting his hill to strike out
the clause, Mr. Pruudfoot referred to
the requirement as a change in the
local option system that wig - i0sti-
tuted without any particular agita-
tion for it. He quoted statistics
showing the number of contests in
which the will of the people bad been
frustrated by the three-fifths since it
came into force, and reviewed the rea-
eons given for the retention of the
three-fifths. He showed tbat the re-
quitement was not necessary for per-
umneocy, since in the municipalities
where loyal option could be repealed
by a simple auaijority the liquor men
had failed to repeat it. The fact that
local option had remained in force in
the hundred -odd municipalities where
it had been carried by a majority vote
sbould convince the Government that
the three-fifths requirement was not
necessary.
Helps Liquor Business.
"Tbe clause has worked for the per-
manence of the liquor bueibers and
not for the permanence of local op-
tion," he continued, io showing that
the three fifths had saved the hares in
170 places and local option in only
one.

law enforcement.
Depends Upon the Inspector.

The Liberal leader closed by reiter-
ating the position of the Opposition,
"One man One Vote."
Mr. Studbolme (Hamilton 1 spoke for

Bound," and had for the basis of his
remarks part of the fourth verse of
the fifth chapter of 80. Luke : "Launch
out into the deep." The discourse
WAS full of many words of practical
advice and the whole address *se
listened to with rept attention by the
large congregation.
Next Sunday is the missionary anni-
vereery in North street Methodist
church. J. R. Arnup, of tbronto, see-
retaey of the laymen's movement, and
Israel Taylor. of London. will be the
speakers. Mr. Arnul., who will speak
in the morning. is declared to he tbe
peer of John R. Mott or Robert R.
Speer. Mr. Taylor is an enthusiastic
and an impelling speaker. 'There will
be special music by the choir at both
services. Mr. Fowler will Niue in the
morning and there will he • ladies' trio

Second.
The Signal has already chronicled
briefly the death of Horace Se cord,
which took place on February Slth at
the residence of his son, Alfred O. 8e -
cord, Toronto, in his eighty -wrench
year. Mr. Secord swarths eldest son of
the tate George 0. Second, of the Ham-
ilton and Burlington road, Went-
worth county, and be was a nephew
of Laura 8eoord, the heroine of the
war of 181L Tbe hate Dr. Secord, 'o(
Kincardine, was bis Mother. He was
born at the old homestead on the
Hamilton and Burlington road io 18`34,
and came to Goderich wben a young
man, engaging in the lumber busloess
here. About twenty years ago he re-
tired from business io\Gtderich and
with his only son, Alfred, he had *ince
been living ire Toronto. Mrs. Secord
died while they were living in Gode-
rich. Up to the time of his death
Mr. Secotd was active and remem-
booed old Ontario times di.tinctly,
and often talked of them to bre friends
and acquaintances. He was twelve
yearn of age when the rebellion of
1837 broke out, and although not old
enough to take part in the stirring
events of that. time he knew all ter
details of the movement.. The inter-
ment was made at Hamilton,
Platt.
Aiter an illness of only four drys, of
pneumonia, Mrs. Manuel Platt peaked
away in Detroit last Sunday worm-
ing. The announcement of her illness
was received by her two suns in town
last Tbursday and on the receipt of
the news F re.j Platt left for Detroit,
and was with his mother when the
end came. Mrs. Platt had been mak-
ing ber home in Detroit with her
daughters, the Misses Ella and Clara
Platt, since her removal from God. -
rich fifteen year. ago. She was one of
the early settlers in Goderich and will
be remembered by nonny of our niti-
zens. She had reached the age of
eighty-four yearet. A fuller reference
will be made oezt week respecting ber
life in Goderich. She is survived by •
family of three sons and four daugh-
ters. They are John S. and Fred, of
town ; William E.. ' Mines Elia and
Clara, and Mr.. George E. Mann. all of
Detroit. and Mrs. J. D. Hayhurst„ of
i)enver. The remains were brought
bete Tuesday evening and the funeral,
wbicb wits private, took piste from
the residence of ber son. J. S. Platt,
