Before the Counc:I,
The new town council sen led dowe
to business last Friday night and was
honored by a visit fro Reeve Kerois
'ham and a number of his colleagues
and supporters from Colborne town-
ship. A few of the Colborne delegates
were present when the westing was
opened, but while the Mayor was de-
livering has inaugural address the dap-,
medial arrived in toll strength and
overtaxed the seating capacity of the
little chamber.
The object of the visit was explained
by Reeve Kernighan whet, the motion
was made by Reeve Reid and Councillor
Vanstter that a hearing he given the
deputation. Mr. Kernighan slated
that be wished to lay before the coun-
cil the matter of telephone connection
with (node, ich. the township'. Mun-
icipal System, he said, had been estab-
lished by the municiiality. expecting
that the subscribers would get con-
nection with Goderich through the
Hell Telephone Co. when the system
was ready to connect with Godericb.
This connection had been refused,
vet belly. The township people were
not pm -Ocular if they did not obtain the
Bell connection for their system, but in
any event they wanted * Goderich
connection. Mr. Kerniglti►n pointed
out that when the Colborne telephone
system was asking for this privilege
it was asking for a similar privilege
for the armament and the Blyth tele-
phone system`s, which were counting
on connection with the county town
through the Colborne telephone sys-
tem. An agreement had been signed
with these two systems wbereby the
Colborne system would obtain free
connection with over 1.210 'pbonea.
Before he Fat down Mr. Kernigban
again affirmed that what the Colborne
sybtem wanted was connection with
Godercb, and it was not anxious
whether that end was gained through
the Bell Company or otherwise.
Mayor Cameron pointed out that
Goderich wanted telephone conoec-
tioo with every system available 'and
inquired if their were no way for the
two systems --the Goderich Rural Co.
and the Colborne Municipal System -
to come to an amicable agreement re-
specting the Goderich connection.
Gordon Young then asked for the
privilege to address the council in
order to lay a few facts before the
members. tie favored the principle of
municipal control of telephone sys-
tems.
ye-tems. Tbe subscribers to the Col-
borne system were to obtain connec-
tion with over 1.2110 'phones on the
Blyth and Brtseels systems and in re-
turn these subscribers were expecting
connection with Goderich over the
Colborne line. Mr. Young said he
had no objections to the Godsrich
Rural Telephone Co., as thele was
abundant tom" for the two systems to
operate in (:oderich. He felt sure that
the Colborne system did not want con-
nection with Goderich any more than
the town did with it. If it were not
in the town's power to deal with the
matter on account of the franchise of
the Bell Company he hoped that at
the expiration if the franchise n mun-
icipal system in Goderich would be es-

Rural Telephone Co. were present It
was suggested that its side of the
question be presented. This met with

..tuncil. To hiss, he said, it
seemed a most extraordinary thing
that the Colborne system should come
to the council in an effort to obtain
connection into Goderich. Most em-
phatically be declared that the Rural
lio. was not' .. Goderich proposition,
that it was esiabliabed for the conven-
ience of everyone in the communit y
who wished to have telephone com-
munication with Ooderieh. The
Municipal System bad not even mired
the R:tral U.reepsoy for Goderich ct,n-
aectios. "Why don't they get it
through cur Mr. Gamble asked. He
stated further that the Rural Com -
petty would be only too glad to have
the Municipal efystetu come in with
theist.
"How long would it take this coun-
cil to tsaka up its mind to let the Mun-
icipal Hybtem in, if there wets no ex-
clusive franchise ?" Mayor Cameron
asked. "One wioute," was the reply
in nnieon, from the aldermen.
Mr. Gamble then gave a general re -
View of what the Rural Doug; city had
done in MD effort to come to same
agreement with the Municipel Sys-
tem. Leat May. he said, a meeting
bad been held fur that purpose, with
people wbom he considered the friends
of tiotiericb. At that, meeting one
man said that Colborne was not going
to be dicta.ed to by people hour (lode -
rich how to run its business. 1'hen
followed a short dispute with the man
in question which was not audible et
the press table. Mr. (4amhle then
said that while the Rural Company
was taking steps to have its charter
issued and' work commenced some
gentlemen along the Maitland River
got it into their heads that they
wanted a telephone too, and they
started the rival system. He would
be only ton glad to have the difficulty
settled before the Board of Trade and
in order to reach a settlement the
Rural Company had offered to buy
them out.
'Sell out to them," suggested Coun-
cillor Nairn.
"They wouldn't come down to the
matter of making arrangements," de-
clared the "Rural" champion "We
would be only too ready to amalgam-
ate or do anything they would ask
within reason.
Roderick Young was the next
speaker. We strongly asserted that it
was impossible for the two systems to
unite. One system was organized to
make the telephone cheap and within
the reach of all and the other was Oa-
tablished to make as much money as
possible. The Colborne system would
he owned by the municipality at the
end of five years. A. farmer nowadays
wanted to be an independent man and
he firmly believed that the day bad
passed for the existence of joint stock
companies.
It was stated by another speaker
that obtaining connection with the
Rural Company was not securing con-
nection with Goderich. and still an-
other sized up the situation by claim-
ing it was going to be a case of "the
survival of the fittest."
We want them both, and it is our
duty to Fee that we get them," was
the Mayor's comment.
Mr. Iternighan asked that in consid-
ering the matter the council would
look into the question of having a toll
station estehltihed in the town. He
understood it was possible.
Councillor Elliott made a motion
that the matter he laid over until a
later date, so that in the meantime it
would he - possible for tbe parties to
come to An agreement among them-
selves.
Councillor Varieties thought the
matter should he taken up with
the Hoard of Trade. He con-
sidered the Bell Company is, its own
interests would endeavor to bring
about some arrangement. Re moved
that the matter he referred to the
special committee.
Aodrew Porter, who was present•
asked if it would not be wise to have
the fact, presented on both sides be-
fore the committee. so that the matter
would be dealt with intelligently. On
this understanding the council derided
to have the special toommittee take
0o the matter.
Mr. Kernigha,t uroffered s vote of
thanks for the hearing given the depn-
tefion and expreeeed the hope that it
would hr productive. of good results,

company, in a communication asked
that the salaries of the Hremen be
increased from ILO to $51) per year.

of the warden and captain be ad-
vanced from 1155 to $75. The fire
committee will , deal with the mat-
ter.
Appointment to Public Library Board.
D. J. Neftel, secretary of the public
library hoard, advised the council
that John Kernighan had tendered
his resignation as a member of the
hoard. Oa motion of Deputy Reeve
Moaning. and Councillor Elliott.
John Galt was appointed to fill the
vacancy.
it was at this Juncture that the Col-
borne telephone deputation were
given a hearing as reported above.
Willis Chipman. C. E.. sent a letter
stating that be was open for engage-
ment as engineer to superintend the
laying of the new sewers in Godericb.
Tbe application was referred to the
public works committee.

living on the town's charity had been

tine money if the town would under-
