Laurier and the Alaskan Boundary.
An interesting incident in connec-
tion with the Alaskan boundary dis-
pute ie to be found in December Busy
Man's. George W. Smalley, the great,
newspaper correspondent, tells of be-
ing td Ottawa and discussing the
question with Sir Wilfrid Laurier.
The latter took great pains to explain
his views to Smalley. These views
were slut intended for publication. but
Smalley asked if he was at liberty to
draw any inference from the inter-
view.
"Are you going to Washington ?"
asked Sir Wilfrid.

"Well, if you think anything you
have heard here likely to interest the
President err Mr. Hay, 1 dun t see why
you should not discruse the matter
with theta as you have with me ; if
they choose." -
I went to Washington. rays \Ir.
Smalley, I saw both the President and
Mr. Hay. t said, of course. I had• no
authority, but I bad a strong itnpres-
sion. and this impression 1 laid before
them. A. a matter of convenience 1
had drawn up a memorandum, of
which 1 had sent Sir Wilfrid a copy.
When Mr. Hay asked me whether 1
had any notes of my conversations
with the Canadian Prime Minister, 1
handed him this memorandum, rather
a lung document. lie wished it read
to him, and it was. Then we talked it
over. Mr. Hay said :
"1 suppose you will see the Presi-
dent. I shall see him also, but 1 think
it will be better you should make your
statement to hint separately."
My belief ie list both of them
would have been dispoeed to con-
sider the Canadian Prime Min-
ister's attitude a reasonable one, con-
tinues \ir. Smalley. and it an official
proposal in that sense had been trade,
and if it had rested with the President
to say yes of no. be would have ac-
cepted it. But acceptance involved o
treaty, and what watt the use of agree-
ing to a treaty which had to run the
gauntlet of the l'nited States Senate,

They make -changes. and have them protected by
