property. This is precisely the kind

by the proposed new form of taxation.
Under the present uujust system Lord
Cadogan's taxes will he increased, vie•
tually as a penalty upon his enter-
prise. The Increased value of Lord
Cadogan'e property is not "unearned.
increment;" it has been "earned" by
the improvements he has made,' and
under the scheme .It- the--taaati/w t$.
land values only it should and would
escape additional taxation. Along-
side of Lord ('adogan's improved prop-
erty there may still he some of the old
slum district belonging to alerts enter-
prising owner. This mans property
will be increased in value - by the im-
provements made by Lord Cadogan.

Under the present system this man
will be able to put in his own pocket
the increased value of his property.
