SENATE REFORM.
Senator Scott's t••'heme of Senate to-
form has been cri ; cited because it is
• mixture of the methods of election
and appointment If any of the Sen-
ators are to be eltcted, why not all?
But Senator Seottb scheme can be de-
fended on logical grounds. To bring
the second chambSi into closer touch
with the people, he advocates the pop-
ular election of two-thirds of the
members If all were elected, it
might he that. a Liberal majority
would be elected to the 8egate, while
in the House of Commons there mitt
be a Conservative majority, the nat-
ural result of which would be a dead-
lock and a paralysis of public hairiness.
This dagger would practically be ob-
viated by providing for the appoint-
ment by the Government, represent-
ing the majority in the Commons, of
one-third of the members of the Sen-
ate. it would thus be pretty well as-
sured that the Government would
have a majority in both Houses. mak-
ing legislation possi hie.
Senator Scott very forcibly pointe
out that under the present conditions
the Senate is becoming more and
more overwhelmingly Liberal in its
complexion. 11 the present Govern-
ment were defeated and the Conserv-
ative party returned to power, the
Liberal majority in the Senate -11

ment for many years, until a suffici-
ent number of vacancies should occur
to give the Conservatives agaiu a

That there is a definite organization
on this continent carrying on,a
traffic in the ruination of young
girls, with agents in Canada engaged
in a systematic bunt for their prey, is
the statement to which Rev. Dr.
Shearer, secretary of the Moral and
Social Reform Council of Canada, is
calling the attention of the press of
Canada, with a view, first, to warning

Col. Matheson, the Pruvin vial
