LIWITT MILL W&NT DRY.
Iacl est of • Local Option Fight at
Glances.
Glencoe, Jan. 7. -'!'hough the town
of Glencoe faded to go "dry," as far
ae local option is concerned, by the
vote on Monday. it went so dry as far
as the Lewitt Knitting Company is
concerned that that industry had to
cease running for a day or so. and
therebyd a tale, wktub has
caused cunei erahle amusement in
Glencoe.
The Lewitt Company is an industry
emplOying abuut fifteen or twenty
bawls. which came to the town re-
cently on the understanding that it
was to be provided with free water.
This stipulation woke easily made
good, fur one of the two hotelmen had
w splendid well, running a couple of
hundred thousand gallons ,, day, and
being of a patriotic natu.. :ie offered
water (for milling purpstes without
money and without price.
The knitting company was running
nicely when the local option campaign

desert, entirely unfit for agricultural
occupation. But the same was sa`.d
about the "few arpenta of snow" re-
signed by the French monarch to
Britaiu in 17Si, in which we now know
furs certainty that we have homes
for at least fifty millions in comfort.
lu 18144 I stated (in correspondence
to The Globe) that "betw'ecu the
Great lakes (Huron end Huperiori
and the height of land towards Hud-
son Bay there would be found com-
fortable home* for a million people."
The story of Sudbury, Cobalt, and the
whole portion of New Ontario open
fur settlement, amply vindicates the
assertion. When only one wining
patent had been imbued in the whole
district of Sudbury, l suggested 'bat
the 'innersole he held, like the timber,
for the benefit of the whole Province ;"
but the reply of Hon. T. B. Panlee was
that "he had no faith in Canadian
minim,- so nothing was done to secure
the world's treasure -house of nickel to
clothe the navies of the nations.
Later attempts have been made to
sea;re the control of the nickel supply
by Great Britain. bu nothing has yet
been done: while t e International
Nickel Companyhas n annual sur-
plus of ten milion do ars, of which
above eight are due to uteric min-
erals. Similar torpor w manifested
at Cobalt and elsewhere ; and today
there is little aid given tot poor but
honest prospector, settler o explorer
ill New Ontario. The lu omen,
4.orar ions epece'*aecy goner
ally get what they want, a d the
laborer gets the residue. The clause
in the Timber License Act which
gives to the licensebolder sole p eesbs-
mi en of the soil of the berth, during
the continuance of the license, and
the habit of the Clown Lands Depsrt-
meot of requiring a permit from the
Iicehaee before recognizing a bona
tide settler In surveyed lands, gives
thecal a 'datum equal to' the seigneurs of
the french regime in Quebec. Queer.
indeed, that we abolish seigneurial ten-
ure III Quebec only to resurrect it in
New Ontario, with very frequently
American citizens as our seigneurs.
Then, to crown all. these licensees
chitin that the Government cannot re-
scind these licences, even after all the
timber originally bought hart been
cat ; but they hold them reserved
from settlement till a second (some-
time» a thin') cut has been taken.
The Luruherman'a Association is
really a power asserting precedence of
the Provincial Government -as the
Manufacturers' Association tries to do
with the Dominion Cabinet. The re-
sult of all these policies naturally is
that probably a quarter million of the
sons of Ontario have passed us tie
make homes in the Prairie Piovioces
or the Western States, where private
int. -tests have no precedence over
tiers' rights -
New Ontario derives (or should de-
rive, a revenue of three millions from
timber and mines; of which ten to
fifteen per rent returns in road and
school giants. A strong party of free•
men are developing, hound to have a
fair share of the revenue+ and a just
proportion of the yalues (heir labor
creates. If one man can claim all the
timber, another the water power, and
a third the mining rights of his land,
what is left to induce a man of enter-
prise to stay here? The man who
wakes a home here should lee able to
use all that the Creator put on or into
his farm. "What therefore God
hath joiietsl together, let iii man put
asunder" Give New Ometsrio an equal
right with the pioneers of old to stake
hie farm his castle, and not be subject
to at least three prior or subsesl'eent
claims to entry on his land without
him permission.
