We hope that the toys and girls of our town will have eo much fun at home that the streets will cease to to attractive. In "Ouriueitier of Popular Cus- toms," W. S. Walsh given a fine se. count of the origin of Halloween and relates many of the intereeting cus- toms in connection with its celebra- tion which have been at one time or another in yogue in different coun- tries. We cull the following from hie account : "Hallowe'en is a curious recru- deecence of classic mythology, Druidic beliefs, and Christian superstitions. On November 1st the Romans bad a feast to 'Pomona the goddess of fruits and seals, and 11 was then that the stored laid up in the summer fur use in the winter were opened. Hence the appropriateness of the use of nute and apples at this time. November Lets „r thereabouts, was also the great autumn festival to the san,',which the Druids celebrated in thenkagiving for their harvest. Now, the Druids be- lieved in transmigration, and taught that, on the -eve-- of thtt, festival; Soman, the Lord of Death, called to- gether the wicked pouts that within the Isrt twelve months had been cun- detuned to occupy the bodies of ani- mals. A special meetingof the Au coun- cil was held on Tuesday eveniug to cousider a letter from the town solicitor with reference to the suit of Mur Sangster against the town for daufages. The solicitor pointed out that lie would have to the his state - went of defence in a few days if the town intended to defend the suit, as apparenely the intention of the plain- tiff was to go ahead with the action at the Assizes. Thei purpose of the letter reewed.tu bo to give the council the opportunity of making a small offer. without prejudice, if it felt bat would be better than incurring cost[, wbicb the town might hmve to pay even supposing it should winthe suit, Councilor Johnston was in favor of making no offer. Ile said the solicitor had advised that there WAS a good de- fence to the action and his own opinion was the same. The chief objection to making any offer of settlement was that it created a precedent. Coun- cillor Humber seconded a motion by Councillor Johnston to make no offer, and it wail carried uneuiwotlaly. Reeve McLean and Councillor Cralgie were absent at the time of the vote, but the latter carne in later. Another Matter which was brought up was the resolution passed by the water and light commission some time ago. calling upon the count:il to "state their reasons, if such are known to them," for deciding to submit a bylaw to the people on the question of the abolition of the commission. When the request was read, CouneillorJohn- ston robe to his feet and in a buret of oratory stood up for the dignity of the council and moved to tell the cowmiraion that it was none of their burin tuAue.stiou whgt- the council did with reference to water and light matters. "State their reasons, if such are known to thein," said Mr. Johnston : "as much as to say,. 'Tell ur your reasons it you have brains enough to have any reasons.' " De- puty Reeve Elliott was. in favor. of a more pacific answer, but Councillor Johnston interrupted witb, "Are Lou lake that insult?' ; e 1 eputy Reeve said he did not • ee insulted and buggeatnd telling the commission that the reason for decid- ing to take a vote was the pettiou that *as submitted and not any personal animus on the part of the council. Finally a motion along these lines was moved by Councillor (,allow and seconded by the Deputy Reeve. which the Mayor was on the point of declaripg carried, when Councillor Humber objected and said he would rather second Councillor Johnston's motion than have the other declared. carried. and objected to having the conitnisaion tote that there was no personal animus to the eoeumiseiou, although lie disclaimed having any himself. On the vote, _however, only Councillors Johnston and Humber voted for their motion, the Deputy Reeve and Councillors Laithwaite. Munnings, Craigie and Gallcw voting for the other motion. Councillor Hum- ber raised the question of the ringing of the fire bell for other purposes than tire &lasses, having retereoos to iia use the precedingeys ening in connection with the electionjubilatioo, and, sec - undid by Council it Munnio e, he moved to refer the ,u iter to the fire committee toreport. appears there is a tine for the offence of using the tall for other purposes\ then fire to. and Councillor Huutber rib - jetted to its misuse owing to the annoyance it gave to sick pet sons and also o the effect it would have in Mete there was occasion for a genuine Mann sh rtly after, when the firemen would probably not turn out.
