CANADA AND THE COUNCIL.
De Citizens Favor Closer Ties With
the Mother Country?
It was thought at first that fair Wil.
frid Laurier would either not We to
go to the great inter -colonial oonter-
ence in London, or that his Pariiamen-
dutiee would not let him to.
he Premier will be present at the
council board; but Canada has been
strangely silent in respect of the queia-
Liogns which the conference will dis-
cuss. It would be a nice question whe-
ther this is due to the indifference of
preoccupation, or to the fart that the
Dominion has still to find a large and
commanding and united voice upon
vital questions. The Premier is loyal
b British connection, but he is. e.%
he himself would confess, it somewhat
cold Imperialist. He would Allow the
Present relations of the Dominion with
the Mother Country to go on an they I
are.
He in content to await the processes
Of national evolution, which makes no
noise -and scoomplish themselves
slowly. Above all, fair Wilfrid has
never disguised his fear that closer
relatipnn with the heartlof the Em -
.'tire might involve us with British
tnilitariam, with which, am he con-
tends. Canada should have nothing to
do -her mission being one of peaceful
development, detached from the com-
plications or the passions of the great
Powers of the world.
Free Trade Impassible.
A majority of Canadians could prod
ably be found who would be heartily
in favor of eloper relations with the
Motherland, but thev have not been
brought together under the stress of
earnest feeling. Cir Wilfrid has said
that free trade within the Empire is
impossible, and that nothing elite
would avail. MAnv think that it i
not beyondthe bounds of possibilitk
to bring about a genuine free trade
betwern all parts of the Empire, as
in the came of the t7nited States,
which, however, are more homogen-
enum than the widely separated parts
of the British Empire, and that, at
any rate, t► carefully adjusted fiscal
Arrangement, thought out to meet
varying neeclp, and yet which would
have the preferential feature for all
the enlemies, might well he a result
of the forthcoming conference. Some
Ron further, and look to the optahliph-
ment of it great Council of the Em-
pire, in which all the sinter nations
and colonies wmild be rpprasented, and
which would deal with all large and
commanding questions of an interna-
tional character. Nor need this be
thought an iridescent dream.
History is made rapidly now, and
coneentratio/n of power is the law And
ewuteorn of the age. Australia, New
7.ealand, Hoath Africa, seem to be
more interested in the work of the con-
forence than the Dominion, which --
unless the fatter have ?fie ultimate
thought of an independent existence -
fir vitally concerned in this meeting
of the representatives of all parts of
the Empire.

NON TO HANDLE SNAKES.
Famous Dealer Prefers Them to Tig-
resses and Wes Never Bitten.
"There is tint .o much danger in
handling snakes ns persons think. T
have handled snakes for twenty yearn
and never have been bitten. After you
have studied snakes, their habits and
manner of living, you will have little
fear of them. In fact. I would rather
deal with any kine) of a snake than n
t green, for instance, or a wildest."
Thom little, discourse on snakes was
made by Otto E. FRgelinw. whn is well
known in 'Harlem, and who for manv
years, both in Crermany Anr1 in this
cnnntry, has been handling snakes,
procuring them from India, South
America and other pert of the world
for variriue menageries and raxrlo,Rir.11
gardens.
He was just preparing to ship A box
of rattlepnakrs which had come fmm
the Far West. to Berlin, where they
are to be placed on exhibition. With-
out the least trace of fear Mr, h:ggel-
me put his hand right in the box, and,
catching one of the rattlers by the
back 0t the neck, lifted the reptile
ont and held him up for inspection.
He was a tine specimen; nearly mix
feet long, and looked like an ugly
customer. but in Mr. Eggelin6 n hands
he gam like a pet cat.
"It All depends hoer you handle.
thein," said Mr. kggeling. "The most
g::monnus snake when grabbed at the
bk of the tuck in powerless. Never
show in the least that you are afraid
when you meet a snake. Those rep-
tilea are quick to ntltice fear and they
take advantage of it. Instead, show
that you Are master and the snake
will disappear."
