Following the presentation of th

Councillor Elliott made an exhaustive
speech on the subject of the Indic.,

broke out. The special committee

the guidance of the town constables
and there had been at rather violent
disagreement in the committee meet-
ing between Mr. Elliott and Council-

able to get the other members to see

Elliott brought the whole matter be-
fore the council and Made a long
speech on the subject, including a set
of regulations which he had himself
