THE BYLAWS•
AT the meeting of the town council,
Held Tue.td*y evening, two bylaws
were passed for subu.ision to the
freeholders of Uoderich on Friday,
Nov. 28th.
• These bylaws aro of vital impor-
tance to the future prosperity of the
town, and should be carefully looked
into and studied. Bylaw No. 38 of
1 902 provide. for the granting of a
loan for a term of years to the (lode•
rich Organ Company, whose premises
were lately destroyed by tire, and
goes into all the details in oonnectido
with the future carrying on of the
business.
' As is well known the Goderich Or
gain Factory was practically the pion-
eer of the several industries which
Goderich now possesses, and dunng
the years that it has been in opera-
tion hu helped materially to develop
an(1 improve the condition of the
town. On the day when its premises
were destroyed by fire it had over
eighty employees' 0amee on its pay
roll, and had worked up a large Can-
adian and foreign trade, wit4 oppor-
tunities for further expansion. Al-
ready offers have come from outside
points asking the firm to leave Gode-
riclt, but se the proprietors aro all
Goderich men and are favorable to
the future prosperity of the town,
they would tuuch prefer to remain
here if the ratepayers manifest • do-
sire to that effect by voting for the
bylaw on Nov.28.
Bylaw No. 39, which wee submitted
to the people at the sanme meeting of
the council, is to enable the town to
take $50,000 worth of 5 per cent.

session of the Ontario Legislature.
The charter enables the Company to
build • line north from Goderich
along the Lake Shore Road to Owen
Sound and intermediate points, and
south via Bayfield to the uttermost
extremity of Huron County, with a
future possibility of connection with
London. In addition, a belt line is
proposed through the county, striking/
east from Dunlop to Blyth, where it
will connezt with the London, Huron
end Bruce Railway, thence east to
Walton, south to Seaforth, and thence
to Clinton and Godericb. At Walton
• branch line will be run north to
Brussels and Wroxeter, and from
Carlow the charter permits the con-
,truction north to Dungannon. The
Company has also decided to have its
charter amended at an early date so
u to enable it to connect with the C.
P. R. at Wingham by-• road from
Dungannon.
With this end in view the Com-
pany now comes before the people of
Goderich and submits a bylaw asking
that preferelnle stock to the amount
of $50,000 be taken by the town in
the proposed railway. The conditions
of the bylaw are that not one dollar
shall be paid until the work is in
course of construction, and that dis-
bursements to the extent of $ti,000
per mile shall be made as each mile is
completed. This will be continued
for the first eight miles of construc-
tion, snd the balance of the $50,000
will not be paid until the line is built
to Sheppardton, at the northerly
boundary of Colborne township, snd
Auhurn at the easterly boundary of
Colborne, the distance involved being
seventeen miles. As the engiieer'i
report places the coat of construction
at. $11,000 per mile it will thus be
seen that $187,000 will have been e,x-
pended on the road before the last
portion of the Goderich stock will
