WE E are pleased to learn that the
member for West Huron is unquali-
fiedly opposed to combines iu every
way, shape and form, and is particu-
larly opposed to the leather combine
which has of late been eating the
vitals out of the scull tanners in this
country. Recently when Dr. SPMOULR
introduced his bill against combines

LAST week a peculiar case was heard
at Osgoode Hall which, it is claimed,
is a fair wimple of the devious ways
in which municipal oontrscts are
handled. The principals in a firm had
decided to sever partnership and the
managing partner hsd been asked to
give an account of several thousands
of dollars which had been expended
in developing the business of the firm
in a term of years. He was averse to
doing so, as'tome of the expenses were
not exactly in keeping with the moral
code, and, finally, decided to give up
some $2,500 rather than have expos-
ures made, which it was claimed would
place him behind iron bare.
Afterwards he decided that he
would not pay the $2,500 and .went to
oourt on the plea that the surren'ler
