THE GUINEA PW IN PUBLIC LIFE.
THERE is smother sensation in the
fashionable West End of Loudon the

the prooeedings which have been
taken in- -tete.. Bankruptcy Court.
against ERRRt1t ?SRAM Hemet, the
well-known promoter and speculator.
Amongst other schemes that had
been floated by Hoot.sr was the Dun-
lop Tire Company, and the promoter
says that to get a high-toned and im-
pree ive directorate in connection with
She flotation of that company oost him
between $400.000 and $500,000. One
et the Dames, that of Lord MAIL -
mama, Dost over $60,000, and another
stood him • full $100,000.
The real live lords who makes ama-
sses of helping along trade enter-
prisec for • consideration are known
as guinea pip, and are becoming more
teammate as the years go by. Time
was when the loudest boast of the
ladling* and their kin was that they
"• elleeeet ie teak hat hard times and
ageaadunums habits have brought
many of than down to the acceptance
of any occupation that will give them
three meals a day and clothing . and
some of them who fail in an honest ef-
fort to " hitch themselves to s star,"
in the shape of sn Alnericsn heiress,
ars glad to resort to the guinea-pig
idea or any other way that will aid in
keeping the bailiff at • distance.
A000rding to Hooter, " Me lord,
Toa NODDY," comes high. One of theme
decayed scions of ancient nobility
charged $50,000 for acting as chair
than of one of the bicycle tube manu-
facturing concerns, which .eeme to
have been an ems',_. May for him to
raise the wind, and mem are given
where some of the " pelin less lads of
fang pedigree" assessed the promoter
from $2,000 to $10,000 for introducing
him to other peen of the realm.
The guinea pig is not indigenoes to
Britain, however. He is in J&nsd•,
and, like his brother across the herring -
pond, he is in it for what there is in
it. He isn't • " dook " ora " markis "
or a " heal," usually, out he is a
member of parliament. or has " hon."
to bit name, as • rule. He gets an on
the ground floor of an association
with pro6ts in view, without any fin-
ancial outlay, if he does not get a re-
tainer for his services. Sometimes the
coneern may fail, and then it is that
we hear of trouble to the guinea pig.
But where success is the portion
we seldom notice the guinea pig,
who oontinues on in the even
tenor of hie way, gathering in s good
price for • reputation for probity and
honor which exists only in the diseased
imagination of • public that believes it
has made a silk pane out of a sow's
iter.

THE PLEBISCITE.
THE plebiscite on prohibition is
slated for Sept. 29, and from now un-
til that date the temperance people
will be in motion endeavoring to
their forces into line.
We are told by no less • person
than E. Kao DoDD* that the
po+ley-of-the-unti.-pa t ibitienistgis to
pot•wp' 'no wistble fighk, but "ib go in
for • campaign of edncation on the
lines of loss of revenue, etc. Whether
this is the policy, or whether it will
be • winning policy, remaios to be
seen.
Meanwhile, there is a show of act-
ivity on the part of the prohibitioniate,
but we are not sure that it is not •
show only. There is not that move-
ment and earnestness which charac-
terized
harasterized the Scott Act campaigns in
this province some years ago, and
whether the same power to attract
votes on polling day will become mani-
fest is a question.
The oloeer temperance work gets to
political action the more chary are the
members of the political party who
arse identified :with temperance to take
action that may prove inimical to
their party. It has been this way al
ways, and it always will be so.
When the temperance question was
likely to be troublesome to the Tory
party, Messrs. Foam: end Cute and
Senator VIDAL would have their
" momenta of weakness," and now that
legislation will probably bo forced up-
on the present Dominion Government,
many of the liberal members who
were aforetime workers for temperance
are beginning to get weak in the
spine.
The whole trouble is that the tem-
perance party in Canada has no lead-
er. There are a dozen, or, may be, a
score of Mould -be leaders, but not one
of them is type-high for leadership.
The BUCHAIAlns, Ksarsaa, MAC -
Lammas, VIDALS, et hoc genus omni,
have been weighed in the b•)anoes
and found short -weight. They have
each and every one tried to w heel the
barrow, and the load has proved too
heavy for them. An army is no
Stronger than its general, and if the
army be noel well generalled it is
bound to be beaten, even though the
cause be good and the army anxious to
win. That is history.
In Canada thus far no 'r RAL Dow,
or Goteie, or Ftwcu hu turned up to
act the part of Mows, to teal the
temperance hosts out of the land of
Egypt and out of the house of land
age in which bad leadership has kept
them for lo, these many years, but
that is not saying that • fitting leader
for the work is not within the bor-
ders When the Time and the Msn
meet success will assuredly be the por-
tion of the prohibitionists, and not un-
til then.
