HERE AND THERE
THE recent •trouble in Quebec hu
resulted in the appoiutment'of Judge Jerre
to the Lieutenant-(;overnoruhip, and
the elevation of FRANtols LAN(;RIJRR
to the :tench, viae. Jerre reeigned. For
year L•so been a wheeoree in
Eke Re%itia'pa'Yillel r%cctlhui j u ebec,
and had, like many other good men, made
himself poor by devoting more time and at-
tention topolitierethan he should have done.
He is a brainy man, and when the Torry
Government war overthrown in June, 1896,
it wan confidently behave•! by his friends
that LAwou Kx would form one of the
French a rTfingent in the Chinet. It will
be remembered that a pre-election arrange-
ment had been made by Mr. LtuhI[R, that
his Cabinet would he egeeptially a Cabinet.
of Premiers, and with MUWA'T, FIRLDINti,
Jolly, and BLAIR, and the promotion to ex-
ecutive position of the energetic Mr. TART',
it was found that the portfolios would not
go around the circle of a•pinentr. LANiat-
Llrlt waw a disappointed man, and iu West-
ern Ontario there were others.
--At this stage of the game a Ie•ter was
received by Mr. LAK/1LLILK through Mr.
Coceite rra from the Premier, which etatud
that Mr. LANOLLIr1t was slated fur the
Lieutenant -Governorship of Quebec Pro-
vince when the term of the then incumbent,
Mr. CesPLRA', had ertpirud, and quietness
reigned temporarily in Quebec district. In
Ontario, the Ministers -cin -the -Outside were
placated in other ways, which it isn't neces-
sary to enumerate at present, and the oil
of joy became the portion of the Cabinet
and the aspirants for the time being. But
it was only fur a time.

—In January last, a fire broke cut in the
Western block of the Parliamentary build -
imp at Ottawa, which neceaaitated the re

donee of the Ministers who had oocu fed

Minister to their private apertmenta One
day a politica trend visited the quarters
of one of the secretaries, and after his de-

letter have never been fully disclosed, hut

the peaoeful ending of the oontrovsny,
which has raged in Quebec for the peat few
mo.ntlis. In every case where there is
trouble in a province or ctnttt[tttuency, it
will be found that honesty and square-deal-
iuu are the best method. of promoting has
neatly. The trimmer or the scalawag in
polities is more easily discovered end pil-
loried now than ever before, and the day
has gone when the people will submit to as
tmliguity at the head of a Goverumeut, a
Minister or a member without raising a
strong prutostiug voice. Now, that the
Liberate are in power, the men who fought
and labored to that end are they who
should enter into the rewards of the vic-
tory that they aided in winning.

—And now that white winged peen has
settled over Quebec province, we learn that
political war is to be the portion of Ontario
for the next four or five weeks. To use
the language of the late !Sir JOHN MAC'DON-
At.u, " The toeain has sounded—the heath-
er is on fin." At least, that is what the
politicians are trying to do elsewhere ; but
in..Huresi. we still go plodding on in the
eveq'. Logon• of oto way. There is no nn
seemly halite manifested in any one of the
three constituencies, and the blazing fag-
got and the rounding tocsin are not its evi-

—The men who have been nominated to
contest West and South Huron, have been
until the invent week, engaged in the
labors 'of the session of the Legislature
which has just doffed, and consequently
have not lent able to give a great Ileal of
attention to the work of inaugurating the
campaign, but we learn that it is the in -
tendon to get into harness at en early day,
and make a strong ,pull for success on elec-

old campaigners there ought to be no diffi-
