A saving to the county wil an-
doubtedly rxault, from a monetary
standpoint, by a reduction of the
membership of the council, but there
are those who complain that the sav-
ing thus affected will not 000npenaote
for the loss of the old oouncil as a
training school for politicians. And
right Lore is where TRE Swett takes
issue with those who approve the uew
order of things. The old county
council was • necessity in its day, but
it was not as a training school for em-
bryonic premien that its usefulness
was manifest. True, a number of
men wbo •fterwerda achieved success
in politics peered through the county
council, het the council was no more
responsible for the saws.. achieved
than would be the mile -stones which
a traveller had pealed in completing •
long and arduous journey. The men
who were snecessful would have got
to the objective point in either case
hack the old county council or the mile-
stone never existed.
Because a number of our public
men " graduated " from the old county
council, that doesn't prove t:nything
in favor of the old style of county
council. For every man who attain-
ed eminence as a council graduate
there are scores who didn't do a
thing, but draw their salary and mile-
age until their suffering constituents
n -sieved them of their arduous duties
at the first opportunity. And there
were others-atoughton-bottles of
the poorest brand --who were sent to
the old county council year after year,
and why they wed ewer sent is a con-
undrum that has heisied the seekers
after truth from the day they first
came until the 31st of December
1896, when the new Counties Council
Act and an all -wise Providence mus-
tered them out.
The first meeting ur.der the new
system hat: been held all over the Pro-
vince, and if the scheme has worked
as well elsewhere as it has in Huron
there will be little reason to complain.
The work hae been se well, or better
done than formerly , the cost has
been largely decreased: the standard of
intelligence in the members has large:

no longer looked upon as an oratorical
training school, but the man who de-
sires to impress his individuality upon
his fellow members must be prepared
to win his way in the council
by the strength of his cause and

than by a flux of language and a
whirling display of oratorical pyrotech-
nics. In the new county council men
