He de- clared that " the year just concluded was, financially speaking, a remark- able year. The amount that flowed into the exchequer was greater than in any previous twelve months, and,in spite of the expenditure being larger than any since the great war, the sur- plus was one of the largest known. The credit of the country nevtr stood so high." The Chancellor had joice. He was able to announce a surplus of over $20,000,000 and a re- duction of the national debt by near- ly $40,000,000. Does that look much like ruin? Oa the other hand, Mr. FosTsR was announcing at Ottawa a deficit of $4,- 153,875, and an addition, to the pub- lic debt of nearly $7.800,000. We car.not have " free trade as it is in England " because of the large sum that mast be raised each year to pay the interest on our public debt ; but let us henceforth try to get somewhat nearer to the system under which Great Britain has made such wonder- ful progress.
