FIGURES THAT LIE.
THE Government press is publishing
factory - made campaign literature
which affords about as fine samples of
the art of misrepresentation as one
could wish to see.
To illustrate this remark, we shall
take just one pavgraph from one of
these ready made productions which
appeared in The Star last week. It is
re follows
" customs is 1875 wore $3 96 per bead ;
in 1896, $3 47 or 48 cents per bead lees."
To get this result, the maoipulwtor
of figures has taken the year of the
highest customs taxation in the rev.
*nue tariff period, a year in which
there was a surplus of $935,000, and
has compared it with a year in which
the revenue failed to meet the expend-
iture by over $4,000,000. It would
be evinally fair to call attention to the
figures for the year 1889, in which,
ander the protective tariff, customs
taxation was over $5.00 per head, and
compare it with the year 1878, under
a revenue tariff, with customs taxa-
tion of $3.13 per head.
A fair way to compare the revenue
tariff and the protection periods is to
strike an average ; and, doing so, what
de we End 1 1■ the four year i 875-
78.
75-
78, under a revenue tariff, the average
annual customs taxation per head was
$3.37. in the sixteen years 1880-95,
under a protective tariff, the average
annual curtains taxation per head was
$4.42. $1 05 per head Is ender a
revenge tariff than wader protection.
This shows • substantial difference
In fever of the MactaNsre regime,
withe.t taking into •oeoant the eimor-
idaeea amount wklub has come out of
the pocket' of the people and gone in-
to the pockets of the protected manu-
facturers. There are still some pro-
tectionists who will argue that a cus-
toms duty does not increase the prior
of the article protected, and thereby
put stoney into the pocket of the
mensftu turrr, sad for the benefit of
these we will again quote the utter-
ance of Finance Minister Pintas in
the budget speech of 1894 .

And the dismal howl that is going
up from Government stomper' and
newspapers that " the manufacturers
would be swamped without the Na.
tional Policy " is • practical acknow-
ledgment that the people still have to
py atorI than they should for the
manufactured articles which they
buy.
We have de '• with only one of the
pieces of misrepresentation in which
these Government productions abound.
it would keep a man with six pairs of
hands and eyes busy forty hours a
day and seventeen days in the week
to keep track of all the miarepre.r•• Lo-
tions which TUPPER and his followers
indulge in.
THEY PREACH " BLUE RUIN."
LAST week The Star published a
letter from the pen of our townsman,
E. HEATON, which appeared in a re-
cent number of The Week. In glanc-
ing over Mr. HaaToN's complaints as
to the overcrowding of the professions,
we came upon the following :
" supposing the olev.r young C.asdia°

1 ne letter throughout is of a very
dismal hue. If THE SIGNAL should
venture to paint such a picture of
Canadian life, we .hong be pelted
with cr es 'rtI1king b10e ruin,
" running down the country,
"treason," etc., etc., etc. But when
good Tories like Mr. Heaton and the
editor of The Star do it -oh, well, it's
different. The N. P. evidently has
not made that young physician rich.
afraid our friends the enemy have
been working it rather hard lately.
We are glad to know that the elector,
are going to take matters in their
own hands and will give the invalid a
rest -a long, last rest. -after June 23.
But it's really too bad it ooeldn't
keep up the prime et wheat until the
elections were over. Our nearttelt
sympathies aro with The ewe -Record
ailed others who confided so trustingly
in the N. P. and who are now left
without any support in their hour of
misfortune.

The
Situation.
In writing up the business
interest. of the town the
Citizens' Committee, who
have so far done such good
work, would, perhaps, use a
term and heading as we do
today. Although their ef-
forts have been, and still are
well directed they cannot
reach the people throughout
the different Townships ad-
jacent to Ooderfch with the
name degree of success the
merchant can. Perhaps the
most disa.trioua method to
the best interests of the town
in a business point of view
was formulated some years
ago when several of the
merchants adopted a 5 per
cent. off for lash System.
We claim that the whole
community has ' .en directly
or indirectly in,, .red by this
short sighted policy.
We believe that the de-
crease in the volume of busi-
ness done in Ooderich can
be traced back to within a
few weeks from the time
this system of (going business
was first announced. Tho
farmer reasons well when he
does notsee his way clear
to bring in $10.50 worth of
produce and receive $10 worth
of goods that 50c. or there-
abouts is too much to pay
for the pleasure of doing
business with any storekeep-
er. The heads of the house-

little corner store and the
house to house canvasser
gets the receipts from the
barnyard, and the merchant
continues to wonder why the
grange prospers and to no-
tice with what
they don't see tis
tl-
friends and patrons.
This is only part of what
has resulted in discriminat-
ing between Cash and what
can be called Staple Farm
Products Ind what can so
easily and in so short time
be converted into Gish.
Any man in business ham a
perfect right to manage his
affairs as he thinks best ;
but where it conflicts with
the interests of the town
something should be done
to re-establish the trade re-
lationship that existed in the
past and should be ours in
future. One good and effect-
ual point will be gained
when we announce that two-
thirds of the business men of
Ooderich believe in straight
prices to all. They are con-
ducting their business as
they did when a trade with-
in • few mild of Lucknow
and Clinton was controlled.
The work of restoring confi-
dence and bringing about a
more friendly feeling is for
them.
