A PLATFOL U OF PovvR PLANKS.
One of the most peculiar manifestos
issued during this campaign is the "plat-
form- of the Conservative candidate for
West Huron, and a consideration of the
planks might not be out of order on the
present occasion.
The first plank reads:
"A reversal of the centralizing policy
which grasps power and patronage for
the Government at the expense of muni-
cipal and local authorities
This is intended ass protest against the
Governments taking out a( the bands
of individuals the appointment of certain
officials and summing all responsibility
in . with the appointments.
Formerly bailiffs and division court
clerks were chosen by the judges, who
were not responsible to the people for
the appointments made. Our judges as
a rule are mem of probity and integrity,
but there have been cases where individ-
ual members have acted in a venal mao-
11ar and trafficked in the offices at their
disposal. To obviate this the Govern-
ment of °toren Mower assumed the re-
sponsibility of appointing and dismissing
the :,f ici•ls, and since that has been
done there has been a decided im
provement not only in the metho.i of ap-
pointment but in the standing of the ap-
pointees.
ppointees. The positions of bailiff and divi-
sion .,ort clerk are now filled with regard
to the ability of the appointees instead
of by the ['nerd of a relative or through
bribery. What's wr.,ng about that prin- nde the Crooks Act by the McCarthy

probably one of the strum, Tory objec-
tions to it. Another fester, of the Pro-
vincial ballot law is that it is exactly the
same style of ballot as used in England
This .leo will prove unpalatable to our
Tory friende who are eternally howling
so loudly about British precedent.
Next we have this precious plank :
"Removing the liceoeiog system from
partisan control and putting an end to
the scandals which have arisen under
the present system.'
Here we Lave advocated a change (rota
the present efficient license law, which has
gained not only the approbation of the
clergy and • people, but is
looked upon by even the hutelkeepen ae
the best system thus far adopted. McRs-
wra until recently advocated the
return of the licensing power to the
municipalities, as was the case previous
to the Crooks Act, but latterly he favors
the appoi.tmeat of by
counties' council. As there happens to
be as much straight rolitid in the coon•
ty council—in Huron, at any rate—as
there a in the Legislature we fail to see
how this action would relieve the eon-
. from ''partisan control.
"Attention to the improvement and
condition of the working man.
This is a little one for • cent, and is
intended to be used as • sort of scant-
ling to keep the other planks In plate.
The Opposition candidate an West Hur-
on was prcbably not aware when he
adopted that little plank that the Mow .r
administration bad devoted special at-
tention to the amelioration of the con-
dition of the working man and had
placed on the steam book a number of
important Acts, without waiting for in-
spiration from Dungannon. Amongst
these Acta we might mention the follow•
and if any of them can be improved
upon we bare no doubt Mr GAiBow will
accept any pointers the defeated Oppoei
tion candidate can give him after the 5th
of June, and embody them in practical
legislation :
Mechanics Lien Act.
Employers' Liability Act.
Factory Act.
Railway Aocidents Act.
Act for the Relief of Co -Operative As-
sociations.
Creditors Relief Act which applies to
wage-earner'.
Fr•achiae and Representation Act.
And ether legislation specially de-
signed to benefit working men.
Here is another of the planks :
" To sanction by voice and r,de all
legislation that has for its object the
curtailing of the drink traffic.'
It is so extremely thin, an the light of
Tory t legislation, that if it
wase t specially labelled as • plank in the
platform one would be tempted to take
it for a shingle. We all know what the
Tories did when they undertook to over-

the antipodes of that which was made by

of Sir JOSS MAt'rONALD, W. R. MxtE-

In the same dccum.nt the following

"Th. Cathc lid of this Province can

He has always been their enemy."
This was the opinion held by the
Tories and by Mr Rosters le 1A83.
Now they aro on the other tack. Then
the Separate School legislation was all
right The sow obooxiou.:awendmeote
had been passed in 1879, with the full
. of Mr MBRIDITH and his
entire following. The leader of the
Opposition in 1883 had spoken on the
Separate School question as follow.
"He knew nothing of the .tat. of Sep-
arate School. it, Toronto, bat so far as
London was concerned he believed they
were well-000doceed. He did not favor
forcing the ballot system upon the Separ-
ate School , , ; , if they did cot
want it, but he 'imported the proposi-
tion to extend the ballot to the Public
School electors. '
That was the opinion of Mr. ROBERT.
chief in 1883 when be was mating a
record in the House to put himself in
touch with "Facts for the Irish Electors.
Now he has mounted the Protestant
hcree, thrown his record for politica
honesty and fair play to the winds, and
strives to fan the blaze of bigotry and
kindle the dame of religious intolerance.
The scheme will not succeed in West
Huron it lull net prevail in Ontario.
Then are too many school. in Ontario
for appeals to ignorance and medieval
prejudice to carry the day. The duty
of the hour Is to stamp this attempt to
trample upon constitutional rights under
foot. The hope of the Province is in the
return .gain to power of her truest and
noblest son—Ouv,R Mowee—and in
the t election in Went Huron
of his able supporter, J. T. (:APRow.
Let every vote be polled.
