FRIDAY, AMOR br Ink
THE JEST IT ESTATES RILL.
Now that the Jesuit Estates Bill hu
been threshed out on the floor of Par-
liament, and the bald facts of the case
have been brought to view, we are in •
poaiticn to lay the matter before our
readers as the records show it. If the
discussiou has done n;,lhing else, it has
akown that Sir John Macdonald, Sir
John Thompson, and every member of
the Cabinet, and every Tory member of
parliament, who voted against disallow
arses, bas made a "right -about-face" on
the question of Provincial rights, and
now acknowledges that Provincial legis-
lation on purely local natters is beyond
the Federal veto. This is what TMs 810-
oaL has x11 along contended in the eased
the Streams Bill, the Mercer Escheat Gess
The ltoundaty Award, the Timber
Limits Question arid every piece of On-
tario legislation which the Tory party,
from Sir John Macdonald down to
Robert Porter, M P. for West Borns,
has aotacoaized in yeas put,
Tte question is, after a11, one of pure-
ly practical politics, and it has been
settled on con, titotii nal grounds. It
of no CuLsequerce to TH1 SIGNAL that
efforts have been made by the fanatical-
ly deposed on both sides rf the so-call-
ed religious controversialists to briog in
the pernicious element of race and creed.
It makes no difference to us whether the
name of the Pop. of Rome ne the
B:shop of Derry was frequently and sou-
•piciously placed in the preamble; we
look at the question simply from the
practical point of e,nstitutional Promo -
coil legislation. We have always
preached the doctrine of Provincial au-
tonomy, and we shall continue to do so.
The theologians on each side are at
liberty to manifest their Christian
chanty and brotherly love by proclaim-
ing the bigotry and intolerance of their
ot'ponents, and keep
" right in' like di v ins for conciliation.
A 1: tat in' one another for the love of God.
as Tbackeray has pat it, but THIS SIGNAL
will not take • bend in that line of sr -
gement.
The three leading points of ohjeetion
raised against the Jesuit Bill were
(I, They had no legal or moral right
to the money.
(:'', The Act was unconstitutional, as
ow eire.7 eesasio6 Mews )NMeSd
Blake and Mills, and Sir Jobe These
cue, who are regarded as among*, beat
authorities on summational law, de -
eland by va•tes or vote that the bill was
moustitsthmal. Their action has made
the position el some of the Toronto
alert/ymra who Get themselves up as au-
thorities on matters ooustltut►utaal appear
very ridiculous indeed.
The third objection has not boo fully
anseered. The utt-rscurriug moo of Hu
Holmen the Pope i• the preamble ie not
pleasatit,perhaps,to thelears of many who
believe the bill to be otberwlee unobjec-
tionable. 1t& one nation of Pr test&Ote
the frequent repetitwo seems to be •
soured of weakn.ss,and to the"stalwart"
wing it has proved to be as • red rag to
an angry bull. But if there is to be arbi-
tration between the ordimry members
of the Roman Catholic church and the
Jesuits, who bass better right to sit an
judgment than the head whom they
jointly acknowledge 1 The Pope will
have nothing to da with the settlement
of deputes eonneoNd with the Protest-
ant grant.
However, the Bill has been passed
unanimously is the Local Legislature of
Quebec, and approved of by a vote of
188 to 13 in the Jominion Parliament.
In the face of them votes the Privy
Council of Great Britain, the court of
last resort, dare take no contrary action.
And to spend money in contesting the
decisions of the legislators in the courts,
would be 130 better than flinging it into
the sea.
The Dominion Government, however,
has stultified itself in tbia matter, if we
are to take the words of its special organ,
the Empire. The leading article on the
result of the division in the Commons
contained the folio Nina N kablestate-
ment :
' It is not surprisen` that a good deal of
honest indignation at the Act has been arous-
ed throughout 0.1.110 ; but the judgment of
those who canny loot into the matter must
he that while f5e Art was not one Mal should
Aare been poseed. and the phraseology of the
preamble was specially obtcctiunable. then
were no sufficient grounds to warrant the
Dominion Government In interferir.gtodis-
allow it,'
If " the Act was not one that should
have been pawed," why don the Gov-
ernment of Sir John Macdonald allow it
to go into effect 1 What dues the Em-
pire mean 1 Perhaps it is that the Liberal
doctrine of Provincial rights has been
rubbed into the Federal Premier by his
friction with Ontario's Premier in the
highest mart of appeal in the realm.
HON Jono Hisao Port, Minister of
Railways for tho Dominion, joined the
silent majority last week in his GSth
year. He had been member of Parlia-
ment for Compton since 1857, and a
Cabinet Minister from 1871 to 1873, and
"pain from 1878 until his death. He
less will create • gap in the Cabinet
hard to 611.
Joon Blower, the great "Tribune of
British people," died last week. In
his day and generation he was a power
-Isr-Rord on public question,, but of late
yens weakened physical and mental
power had greatly decreased his influence
ea a popular political esptoeot.
TSB old Dominion Franchise Act has
been tinkered again by the Government,
but u the expense of working has not
been reduced, and it hos not bas made
more workable, we fail to see what Rood
has been done. The beet amendment
that could be made would be to wipe
it off the Statute Book. Now that the
printing of the lista has been taken from
the Tory newspapers nut even one of
them has a good word to eay on behalf
of the huge electoral swindle.
