fin, when the clerk declared Mr. Hays

GmrTLiwmm:-I have the honor to sub-
mit my annual report of the pnblic
schools in the Inspectorate of West
Huron.
In doing so I hare appended statistics
giving information that should be care-
fully considered by adult members of the
community. The state as well as the
parent i., in justice to itself, bound to
see that every child r.seives • fair Pub-
lic School education. The intelligence
of • nation consists of the ulna total of
that of its individual members. I sm
very sorry that many of the children in
this Iospectorate are not taking Mom -
tare of the instruction provided by our
Public Schools. Paret.0 and trustees
are largely to blame in tbia matter. The
clauses in the statutes providing for the
educ&ffon of every child, are seldom if
ever enforced. In 1888, 1315 children
were reported as being between 7 and 13
years a age and not havirg attend-
ed 100 days as required by law.
Goatees who allow this, do not do their
whole duty. 1 hope there may be •
much smaller number nett year. Ac-
cording to the last report of the Minister
of Education, the percentage of average
attendance for Huron is 48. Waterloo
eowety being first with 53 per cent.
Out of 43 counties and districts Huron
stands ninth. The percentage of aver-
age attendance to total number on the
roll vanes very much in the different
monicipalsties, as may be seen from the
