Union, read a 'mother of questions anent the oe ly authortaiid .beth Hun Temp{reeresance teat buck. Mr Bose replied cetagoriaally as lull'.ws : The subject of scientific Temperance in- struction had been placed by the new regulations un precisely the same foot- ing as all other subjects tea the sobod programme, and. if teachers did their duty and carried out the ivatreetiuos (tote the department, they would teach it just as they did arithmetic, grammar or any other subiect In the event of may board of trustees, together with the inspector, wing their discretionary powers to exclude the subject of scientific Temperance iron the schools in their jurisdiction, the 3o• pertinent would have no option but lo deal with the matter exactly as with the exclusion of any other subject. Hon. Mr. Roes pointed out, however, that this -question was based upon a memos - caption of regulation 24, which simply provides that the trustees and inspector may change the internal arrangement of school classes, not that they may omit sub'eda from the school curriculum. The .luesti00 as to whether this sub- ject would be placed on the Int of ex- aminations for public school pupils gave rise to considerable discussion. Tbs Minister replied that it would not be required for entrance into the high schools, which is practically the only writ- ten examination in the public sebouls • but pointed out that *t was now required of all persona passing throogh the Mod• e1 and Normal schools and the training institutes for High school masters. I. answer to su sect queatio0s byMrs, McDonnell and Mn. Spence and essrs. MeKendry, Itose, Wateoc anal Moons, Hon. Mr. Roes said that mimic was another subject not required at this ex- amination, while drawing had ooly been lately added. This subject had not been required because of the many complainta made that pupils are now examined on too many subjects ; and, also, because the schools are woefully examined semi- annually by the lnalectors, who must be prepared to report to the department on all subject& This test, together with the regular promotion examinations, touched 470,000 Public school pupil., while the entrance examinations only affect 10,000 annually. In short, the subject of scientific Temperance was compulsory in the Puhlic schools, the textbook and final examination were cot. To the request that the authorised Temperance text -book be put on the list of Public school texts, the Mirider replied that it is now is that position ; though as a matter of law, the ose of 0m text was now nor ever was compulsory in Ontario schools. He explained the machinery of the department fur the en- forcement of its regulations by reeding the statute duties of the public school inspectors, wad said that the new reg■ lations would be issued very soon. They would have been sent out some two months ago, but they had been delayed at the request of the Association of School Trustees until after their late meet ing. It was asked if the Minister would change in the new emulations anent the Temperance text -book the word "should" to "shall.- He replied that he would, if at all necessary ; wad read from the school regulations to show that the word "should" had prevailed in similar cages for thirty years and applied to all other temt•book& The Minister took occasion to explain his not replying to the second telegram from the Na nee Convention. 1t had baso received in the evening jwt as he was darting away from his office, and he intended to reply in the morning.
