Act, but would not lemma faith in the
potency of the Act properly enforced
until it bad been tried at its best and
found to be a failure. It was therefore
clearly the duty of the council to see that
the law was tested at its best, in the
public interest Mr McGillicuddy also
read a petition from the tV CTG urg-
ing the council to act as desired 'q the
!Scott Act convention.
Rev. W. ,►ohnsen. (Episcopalian) of
Goderich, said the council ',presented
an important y. He dwelt
more particularly upon the moral aapeet
of the question, and claimed to speak
not as a member of the association but
rather as one who sympathized with the
movement upon which the Association
was bawd. If this law, passed by the
expressed voice of the people,was set at
naught, then all law and order might
also he set at defiance.
Mr James Thompson, t.f C:inion, was
glad to see In many of his former col-
leagues in the oounty council As a
t . body the Aest,ciation was:
only asking what the law gave the coun-
cil power to do, The temperance peo-
ple had rights to demand just as well as
had the opponentm of the law. The
Scott Act people desired help from the
ctonncil in this matter, with the assur-
ance that if the Act does not work suc-
cessfully under • salaried polio. migis-
tiate, the law would he abolished at the
end of three years. He defended the
action of the polies magistrate in resi n-

He pointed out the difficulty of getting
magistrates to take cases in Scott Act
counties. If the Act were fully enforced,
and the convictions were abundant, the
police could put almost
enough money into the county funds to
pay his own expenses. What was
wanted was not a magistrate paid by the
people, but one who would
deal out even handed justice as a public
official. Every law was a hardship to
somebody, even down to the pig by-law,
which in tome Tlaees cseised much
trouble. As a t man he
would never be satisfied until we had
the law at its best- -and that meant a
pad police If this was not
given now the temperance people would
go right on until they got their rivht..

would never again come before them to
ask for • similar favor.
Yates said the only
efficient method of working the fieott
Aet was to hare • thoroughly qualified
police magistrate. It had been said that
the county was full of good magistrates.
H• had known the magistrates of Huron
for over 30 years, and they were • good
body of men; but it was very difficult to
get magistrates to take cases, because
they were se keenly, almost bitterly con
tested. The l4e.ott Act was • special law;
special in its modes of inf.:rmsticn, pro
ce.dnre and application, and fewumaga'-
trates could be expected to be sufficiently
familiar with •11 its provisinn• to effi-
ciently carry it nut to its full intent.
There were places in West Huron where
it was almost impoesible to get magis-
trates to set. From the cnnrictius of
any bet a police meg there would
be as appeal that put eases ever estil
nett fall, and no more caw would like-
ly be taken by any such magistrate
until the roe sppe•led against was
settled. That stopped the wh.,I. of
jestiee and tied the hands of the ia.pse-
