amendment to provide that after the

by eight votes was due to the reformers

amendments. They had counted on a

and light wine clause and Sir John for
it. Only four liberal. voted for beer

The motion to restore the p.s.l demes

Mr. Jamieson moved that the emit
amendment to exempt ale, light wines,
porter, cider and lager beer be disagreed
from because it was a violation of the
fundamental pri=ciple of the act which
where adopted prohibited the sale ul
intoxicating liquors for bevels/les pur-
poeea The act had been adopted in
good faith by the electors of 61 counties
and cities of the Dominion in the belief
that under the sprees provrioes of the
law it would ountinee in forme unimpaired
for three years, and would then only be
repealed by the authority which adopted
it. The message of the amendment
would be• breach of faith by Parliament
with the electors of those cities and
counties, and would be legi*latioo in
direct opposition to the wishes of a
large portion of the electors of the
Dominion as manifested by their pea -
tions to parliament. Though a number
of petitions had been presented to par-
liament in favor of exempting beer and
wine, the number of petitions in favor of
t'ie principle contained in the Canada
temperance act was very much greater.
The effect of the amendment would be
to deprive the people of their only means
of enuncing the public sentiment in the
direction of local option. The matter
had assumed • very serious aspect, and
he trusted that the House would not say
to the people that they should no longer
have the privilege of applying a measure
the working of which was generally
believed to be beneficial.
Mr. Small moved an amendment to
provide that the beer and wine amet.d-
meet eha11 come into force _ only in
counties and cities where the act shall be
hereafter adopted.
Mr. Foster opp-'eed the amendment of
the member for East Toronto, and de-
clared that no satisfactory rearm had
been given for it.
Mr. Cameron (Vtetnrta stated that the
amendment wou)d meet the views of lar1Z
