Mr. Jamieson moved the onwider• tion of the amendments made by the Semite Seat Act amendment bill He moved toast the Howe disagree on the ameodsat providing that duly licensed medial practitioners may dispense Itgwws for *elusively medical purposes, because it would be • viotatiun of the principle of the act whtoh precludes method men hem bevies an Interest in the sale of liquor and because it did nut compel medical Mon to keep • register of isles. This gave the doc- tors all the liberty they required. The amendment did nut give them any furth- er fa•ilities, but removed the safeguards. Ir. Hickey said that in some eases and at times when it was unposabte to find a drug store ligsure most be resort- ed to The physician without liquor in some oases would be as helpless as a medial man without ether necessary drugs. He had no ides that the amend - meet would lead to, elltcit selling. Medi- cal me* ware not so low as to sell liquors contrary to law as beversges, nor would it pay them) te stand behind a bar and serve out 5 cent drinks. Mr. Foster said the insinuation re- ferred to was not an moult to the whole profession, as, with all other professions, thete were black sheep among the doe. tura The records of the sales ure•dy nisi. under the Scott Act proved this. If medial mea were allowed to gall tetchiest certificates, argument as to the lneflectivene.s of the Scutt Act would be placed in the hands of the opponents of the act, and it was not desirable that sash an argument should be given. Mr. Fisher mid that without wishing to cast any unnecessary reflections on the medical profession. he regretted to have to say that medical men were not always the honorable mem they had been re- presented to be by those who had spul• en in thou defence in the House on this questa*. He believed it was also ab- solutely necessary for the due enforce- ment of the law that medical wen should not be allnwed to sell liquor in such en mraetrictd manner. 119r. Mr. Foster replied to some of the statements made by the preceeding speakers, and eoaseseted the coarse which had boon fou awed by, the temper- ance party of educating the public senti- ment to the soundness of their claims with that pursued by the opponents et the act, who, he claimed, had serene their ameadmet.ta upon an irresponsible beaaeh of the legislature i4 the dying hours of the session. Mr. Cameron (Victoria) moved an amendment to provide that after the Scott Act bed be* w operation fur s year in say twenty, the question ram be submitted to the people whether or Pot the bew and light wine amendments adopted by the Feasts sbosld become law. The amendment was lust. The amendment of Mr. Jamieson was teen carried without division. The liquor me* declare their defeat by eight votes was due to the reformers voting almost eulidl) against their amendments. They had counted on a split. tor. Blake voted against the beer and light wine clause and Sir John for it. Only four liberal. voted for beer sod Baht wipe, rix.: Gusy, Riufret, Ltvit(gst.•s atd Landerkin. The House adjourned at 1 a.m. .rTtra auto . The motion to restore the p.s.l demes was adopted as well as a nintioe to make them apply out only to modest mew,bot to all other persona authorised to grant oertt6eates who were convicted of viola- tion of the act. Mr. Jamieson moved that the emit amendment to exempt ale, light wines, porter, cider and lager beer be disagreed from because it was a violation of the fundamental pri=ciple of the act which where adopted prohibited the sale ul intoxicating liquors for bevels/les pur- poeea The act had been adopted in good faith by the electors of 61 counties and cities of the Dominion in the belief that under the sprees provrioes of the law it would ountinee in forme unimpaired for three years, and would then only be repealed by the authority which adopted it. The message of the amendment would be• breach of faith by Parliament with the electors of those cities and counties, and would be legi*latioo in direct opposition to the wishes of a large portion of the electors of the Dominion as manifested by their pea - tions to parliament. Though a number of petitions had been presented to par- liament in favor of exempting beer and wine, the number of petitions in favor of t'ie principle contained in the Canada temperance act was very much greater. The effect of the amendment would be to deprive the people of their only means of enuncing the public sentiment in the direction of local option. The matter had assumed • very serious aspect, and he trusted that the House would not say to the people that they should no longer have the privilege of applying a measure the working of which was generally believed to be beneficial. Mr. Small moved an amendment to provide that the beer and wine amet.d- meet eha11 come into force _ only in counties and cities where the act shall be hereafter adopted. Mr. Foster opp-'eed the amendment of the member for East Toronto, and de- clared that no satisfactory rearm had been given for it. Mr. Cameron (Vtetnrta stated that the amendment wou)d meet the views of lar1Z numbers of Teeple who, otherwise would always oppose the Sento act. In entire against the amendment the members would simply tee saying_ that they preferred the wale of fight i is light wines in all Scott act estlmtlss to their sale in ecuntnes m whish beset may be hereafter adopted. Mr Fisher said the good effect of the Canada temperance act would he entire'y destroyed if the amendment wasadopted.
