Cuffa are narrow, square -cornered and meet without lapping, so that they may tray be worn with linked sleeve buttons. For full dress the narrowly -folded white lawn ties are chosen; Mate black satin ties folded in the acme way are also worn at dinner, etc. Fashionable shoes fur the street are easy rioting buttoned gaiters of calfskin, with double soles, low soles, low heels and tnedium-pointed time. Dress gaiters are of patent leather. Undress hats for business and general wear are stiff, round -crowned Derby's, with bro.aa.ler bonne than those lately wont, and crowns of medium height. Light brown is the fashiulable cider fur such hats but black and dark brown are also want. Silk handkerchiefs, to be throat into the overcoat breast pocket, are of dark blue or red, --with broad hem regularly hem -stitched. The weakest point in the national policy is the duty upon coal. -It-can only be defended upon the score that it. is part of a whole -.the keystone of the protective arch -and that to remove it - would be to endanger if not •to ruin the whole. But the Moil, which is nothing if not bumptious and unreasonable, must needs undertake to show that so far from enhancing the price of coal the duty actually has a tendency to cheapen It. This is midwinter madness. 1f this were the cane, protection would cease to protect. The chief Canadian objectionto a law tariff is that it makes this a slaughter market for our neigh- . bon. If a high tariff has the effect ar- gued by the chief 'Tory organ, this still remains a slaughter market for coal, and the Nova Scotian !nine owners de- rive no profit from the National Policy.. So far as this portion of Ontario, ly- ing conterminous to the United States coal vein is concerned, the duty must enhance the cost, more or leu, though not necessarily to the full amount of that duty. The ell* of the London .1,1- rerfi.rr states, of his personal knowledge, that coal costs just the amount of the tax more in Windsor than in Detroit, and we all know that a vessel can carry coal to the one port as cheaply as to the other. It is also unfortunate for the Mail's contention that the Government permit- ted Mr. McCallum, M. P. Monck, and a Tory of curse, to import coal free, of duty on a plea of public expediency. If Mr. McCallum, did not cuneider the remission of the duty a monetary favor he would not have used his political in- fluence to obtain it. Again, Sir Charles Tupper told his Nota Sootua constitu- ents that as an offset to the duty upon breadstuff*, they had the duty upon their coal, which is paid by Ontario. Byron said of Bishop Berkley's theory ( the non-existence of matter. "The bishop says there is no hatter; it is no matter what the bishop says." It is little matter what the Moll says upon any question affecting its party's inter- ests, but the people of this province do not like to have their intelligence insult- ed by pretentious stupidity. -(World. Guisesw's Frestreraee. Washington, Dec. 18. • Mrs. Dunmere, Guiteaa's divorced wife, with her husband anti daughter, visited the jail on Saturday. The visit was unexpected and Guiteau was st,me- w;:xt effected by the. interview. After some tittle conversation had passed be- tween. Guiteau and his visitors, Mr Dunmere remarked : "We must say good-bye now, for I hope to be off to Leadville again by Monday. It's to close around here- for me-" "It's too close hereabouts for me, also," broke in the prisoiner, with a ghastly smile; "I wish I was a laborer out at Leadville." The number of threatening letters re- ceived and the cleaner of certein papers for Guiieau's execution causes Mrs. Sc - vitle no little anxiety. Like he husband she is apprehensive that some one will take Guiteau's life before the trial is end- TIiot-otT. - Thought engenders thought. We cull the special attention of post - !waters and subscribers to the following synapsis of the newspaper laws: 1. A postmaster is required to give notice by letter (returning a paper does not answer the law) when a subscriber does not take his paper out of the office, and state the reasons for its nut being taken. Any neglect to do en makes the postmaster responsible to the publishers for payment. 2. If any txenon ordure his paper dis- continued, }to must pay all arrearages, or the publisher may continue to scud it until payment is made, and collect the whole amount, whether it be taken (man the office or not. There can be no lege! discontinuance until the payment is made. 3. Any person who takes a paper from the post-oftice, whether directed to his mute or another, or whether he has sub- scribed or not, is responsible for the pay. 4. If a subscriber orders his • paper to be stenpped at a certain time, sad the publisher continues to send, the sub- scriber is bound to pay for tit if ke takes it out of the poet -office. This proceeds upon the ground that a man maser pay fat• What he uses. 5.
