Several members of council, including warden Elmer Hayter, felt the control was still with the local municipalities through the zoning bylaws. Other mem- bers, however, said no zoning bylaws would be approved that were in conflict with the Official Plan of the county, Some members of councilar- gued that the policy was not too restrictive when viewed on r.a broader scale".
