STRICTER CONTROLS TO
FACE sNowmoBILERS

Ontario, snowmobilers face
stricter laws controlling the
operation of their Machines,
New amendments to the Motor-
ized Snow Vehicles Act, proposed
by Transport Minister 'Irwin
Haskett in the House on. nine 19,
are aimed at assuring the vehicles
will be operated "with minimum
hazard both to users and to the

Previously municipalities were
only empowered to pass by-laws
prohibiting the driving of snow-
mobiles along or across any
highway or part of a highway
under their jurisdiction.

the owner of a snowmobile is to
he held responsible for any in-
fractions committed by personS
using his machine. The owner
responsibility is in Addition to
that of the operator. The govern-
ment's intention in proposing
this amendment, said Air. Haskett,
is to "ensure that owners of
these vehicles will prevent their
use by persons who are likely to
operate them iu a Manner- contr-
ary to the provisions governing
their use."
Where operations of • snow-
mobiles is permitted on p.ravinc-
ial highways, the driver must hold .
a regular operator's or .chauf-
er's licence under the- 'Highway
Traffic Act to take his machine
on these roads, according to. the
provisions of another new amend-
ment.
Any collisions on or off the
highway involving personal in-
jury or damage exceeding $200 to
property other t han that of the
owner or driver have t o be report-
ed to police under another amend-
ment.
Outside the legislature, Mr.
Hasket said other matters relat-
ed to the operation of snow-
mobiles were also being dealt

Tractors, combines, balers, corn pickers and other machines
have made farmers much more efficient.
But the increasing use of machinery has been paralleled by, a
frightening increase in farm accidents.
• More Canadians are killed • Accidental deaths involving
in farming than in any farm machines have doubled
other single industry. over the last 10 years.
• The accident rate on • 20% of all persons
farms is 20% above the killed in farm accidents
national average. are under the age of 10.
But machines do not cause accidents.
Farmers do.
• Less than 5% of farm accidents are caused by mechanical'
failure.
• More than 93% are caused by carelessness .
A thoughtless act, refusal to use safety features like tractor
roll bars and power take-off shields, and allowing children to
operate, ride on or play near machinery are among the principal
causes of farm accidents.
