keynote address by Premier

Mr, Robarts said a greater
intervention by provinces and
municipalities in the lives of
their citizens will be nedessary in
the next decade to protect the en-
m en t,

•Ontario, and it is an attempt. on
the part of the province to find, in
the Premier's words "meaningful
and workable solutions to the.
needs of the urban dweller, while
preserving essential qualities of
rural and small town Ontario!'
In, his speech, the Premier said
the rocus of Government has been
on ,the material aspects of ecOn-
OM IC development, such as
houses, roads, schools and .servic-
es needed to serve a rapidly ex-
panding- population,
"However, the time has come to
ensure that what we have created
will result in the equality of life
to which we aspire' be continued.
In the 1970's he said, the Govern-
ment will, have three main areas
of concern and activity:
1) the preservation of individ-
ual rights, "
2) the maintenance of econ-
omic growth,
31 the protection of the envir-
onment. .
The Legislature has adopted the
first modernization in over 30
years of the rules governing the
way it does business,
The new rules are the creation
of a Special. Select Committee of
the House. appointed last spring,
to bring Ontario parliamentary
practiee• up to date.
The new rules establish a time
limit of 225 hours for debate of
Government estimates, They also
permit certain estimates to be
sent out to Standing Committees
or debate..
This week 1 introduced a Private

nou-returnable bottles in Ontario,
