Municipalities have a large part of the responsibility for the safety of children and they have many types of protective traffic con- trol devices. The amendment em- poWers municipalities to assess the provision for flashing red lights on schoOl buses, and the requiremnt of motorists to stop relation to other safety measur- es and local conditions. Several municipalities have asked for this power.
