Opposition spokesmen indicated that contracting companies are ganging up on the Department of Highways and the general public to gain road surfacing contracts. In 1964, 13 road surfacing firms were cited by cite RestrictIVe Trade Practices Commission tor collusive tendering' practices. The commission said the 13 companies were completely devoid of bus- iness ethics. A criminal charge against the companies wets dismissed in the Supreme Court on the grotinds that the companies had not vio- lated the Federal Combines Act because they Were providing a serVice and not providing road supplies, They would have been successfully prosecuted had the companies been providing road supplies.
