Any government wishing UNICEF' assistance ap- plies in writing to the Inter- national UNICEF body. Having surveyed its own needs, it re- quests aid in such specific areas as disease control, milk proces- sing plants, mother and child clinics, school equipment. But, for every dollar expended by UNIFIT the local government provides Km in buildings, per- sonnel and local products. UNIOEF respects the self-help on the part of local governments.
