UNICEF is not a charity - it is a
two-way street. Any government
wishing UNICEF' assistance ap-
plies in writing to the Inter-
national UNICEF body. Having
surveyed its own needs, it re-
quests aid in such specific areas
as disease control, milk proces-
sing plants, mother and child
clinics, school equipment. But,
for every dollar expended by
UNIFIT the local government
provides Km in buildings, per-
sonnel and local products.
UNIOEF respects the self-help
on the part of local governments.
Of necessity this is limited by the
economy of each developing
country. But UNICEF is world,
wide. Tt needs the financial
assistance of intelligent world
