be deplored. if the municipal purse -
suing is to be tightened, it should not be

library and reading room is made, espec-
ially when a grant of $100 from the town
would command a largergrantof $900 from
the Provincial Government. The, Me-
chanics' Institute is a great boon to any
town, and if but a few hundred' of per-
sons patronize it, then the More's the
pity. If some of our oouncillors were to
take a course of readings from the very
useful library of our local Institute, per-
haps it would give them enlarged views re-
garding the true welfare of the public.
Qtir councillor's naturally grow economi-

dose, but that is no reason why they
should spare at the spigot while they have
let out at the bunghole.
THB STORY OF A HILI -,PINNY.
A copper coat lies before us. It was
issued in Prince Edward's Island in
1855. That sea-girt Province was•even
then big with a sense of its importance
and its rights, for un one side is emboss
ed the sentiment :-"Self-Government
and Free Trade. " That was the cry
twenty-five years ago, and that is the
feeling in the tiny Province yet. Since
that coin was struck. Prince Edward
Island has ezperiencet.i great political
changes. It•s political solitariness has
given place to a union -with the confeder-
ated provinces of Canada. It has be -
conte one of the ingredients of the pre-
sent Dominion. It ioined the Union
expecting to retain its rights and liber-
ties in both a political and a commer-
cial sense, but we believe that ithas been
deceived, or else the Government half-
penny token now lying before us is no
more the exponent of the political faith
of the Prince Edward Islanders. Where
is the free trade of the Province
Snatched from them through the spe-
cious pleas of a party desperate for office,
who promised different things to the
different provinces. And what of the
boasted principle of "Self Government ?"
That same party even now urges the
abolition of Provincial Legislatures.
Prince Edward Isandhas lost Free Trade,
and if the Dominion Government has its
way, it may lose "Self Government " in
the form of a Legislature. That is the
reason vie shake our head when we look
upon the well -handled coin that lays
upon our table, displaying in • bold char-
acters the motto, " Self Government and
Free Trade."
THE HARBOR TOLLS.
Inst week Mayor Doyle and Messrs.
Gamow and Johnston left as a deputation
from Goderich, under instruction from
the Town Council, t• endeavor to have
the tolls taken off Goderich Harbor. In
company with Mr. W. W. Ogilvie and
Mr. John Porteous, Gehl Freight Man-
ager G. T. R, they had an audience on
Tuesday morning with the Minister of
Marine and Fisheries and Public Works,
respecting the subject d.f the removal of
the tolls. It appears the Government
some years ag7, made improvements in
thtf Goderich harbor, and built com-
mercial decks at the solicitation , of the
town with the understanding that half
the cost of the docks would be paid by
Goderich. This was agreed to, and the
work was proceeded with. On the com-
pletion of the cnntract the town paid
$10,000 as its 'there of the expense in-
curred, and asked the Government toas-
sume the tolls and keep up neoessniy re-
pairs. This was done by the Government
and [natters went en all right until this
year, when it was discovered that the har-
bor tolls militated against the lake trade
of Goderich when it was brought into
competition with Collingwood and other
ports where harbor dues did not exist.
Hence the mission of the deputation to
Ottawa.
Ar the Thanksgiving service in Knox
Church on Wednesday morning. in al-
luding to the reasons the Dominion had
for thanksgiving, the preacher Ratti that
en this Province especially it was • cauae
of rejoicing that " owing to a bountiful
harvest scarcity if bread was not added
to a scarcity of labor- -for during the past
two or three yeah labeer was scamp."
The worthy preacher was giving utter-
ance to an unpalatable truth, but het
spoke the simple words ,ef an honest
heart labor tin scarce. The fact that *

by the Republicans, and English will soot[
be forgotten.
Dundas Banner'. "It is an old saying
that it is sometimes a good thing for a
man to have had a father, se far as this
world's goods are eunoerne d, but in the
case of old Mr. Pope, of Charlottetown,
Prince Edwards Island, it is lucky that
he had a son, the Hon. James Collidge
Pope, who since he became a member of
Sir John's Government, has appointed all
his known relations to government offices,
and now ck,ses his arduous labours in
that direction by foisting his old father -
80 years of agz into the first position in
the Government, a salary of $1,800. In
order to make room for the last of his
blood retations at the public crib, Mr.
Pope made pretence that he was about to
remove the officer who had previously
discharged the duties assigned to Pope
sen., to another sphere if labour,
after he got the old man in the work,
which now costa $3,000 instead of $1,500
as formerly. If Sir John don't strangle
his colleague from Prince Edward before
a great while he will have to provide him
with more relations by Act of Parliament
or the poor fellow will have nothing to
do. If he has a mother he should create
an office for her or die in the attempt to
do her juseice."

Exeter was somewhat startled on Sa-
turday past, as the news that Mr. W.
Blake had accepted a retirement under
the Stats and Stripes to a life of toil and
industry under the Union Jack. He
left here some time during the past week,
and nothing was heard of him until
Saturday, when he politely informed
some parties what he had done. Blake,
when he first came to Exeter, about
seven or 'eight years ago, worked with
Mr. Fannon at the shoemaking trade.
Some time after this, finding something
as he supposed more congenial, he bade
good-bye to the peg and awl, and at once
commenced thebtumessofcontractor. He
was the principal in the erection of Port
Sake dock, at which point he establish-
ed a brick and iumber yard. Considera-
ble quantities of these staples were ship-
ped from there to Detroit and other
parte of the States. He, in nompaa
with his partner, then commenced
completed the erection of a dock at Kin -
tail, and entered extensively into the
same business as at Port Blake. They
did a very extensive business at both
these points. Another shipping dock
was erected near Wiarton on the Bruce
Peninsula, and large quantities of lum-
ber and bark shipped from there. They
.employed a large number of men
and did a very extensive business
Last summer he purchased a large
boat, " The Kincardine," to facilitate
business. At Kintail, in connection
with their other burliness, a general store
was started, and a number of clerks em-
ployed. In the short space of time in
which these works were • established and
their evident success, a great amount of
energy and tact were displayed. That
the business relations were not satisfac-
tory has been shown by Blake's clearing
out, and leaving many of our prin-
cipal business men in very peculiar
straits. Rumor has it that one of them
has endorsed for him to the extent of
$13,000, having therefor but straw se-
curity, but we are not in a position to
state whether this is true or not. Others
are interested in different amounts rang-
ing from $25 to $5,000. It is said that
over $40,000 are awaiting errang.ement
in this immediate neighborhood. Be-
sides this it is surmised that a number
of farmer. and those working for him
are wiekkd, as well as business firms at a
distance Rumor aio says, and we pre-
sume correctly, that he has taken with
him from Detroit, • lady of means, while
he has left herr a wife and two children,
to whom the public tender their sympa-
thies. We are informed, whether truth-
fully or otherwise, that this is not the
first tone he has [played this little game
of swindling and hanikeed robbery. -

Acrtumer. --On Sunday evening a cow
broke into Mr. John Leckie'sgarden, and
the proprietor, not liking the intrusion,
hastened to drive the animal out of the
garden. Unfortunately a clothes line was
stretched across the way and Mr. Leckie
was brought to a sudden standstill in the
midst of his pursuit of the bovine, by
contact with the line. It caught him
acnes the eyes, cutting este of the
eyelids, and changing the color of the
upper {action of his face badly. Mr.
Leckie a escape from losing his eye was
altnost a miracle.
Two millions of logs is the estiivatod
cut in the Ottawa district for this rea-
son.
