With the estimates of 13 de-
partments yet to be presented
to the Legislature 'for approval it
looks as' tholigh the remaining
2 1/2 weeks before Easter will make
long days and short nights if the
Prime Minister hopes to complete
this session before Easter.
Last Monday the estimates of
the Department of Transport
began. In, 1963 for the first time,,

the number of registered drivers
exceeded 2.5 million,
Hon. ll'win Haskett, Minister
of Transport said the Depart-
! ment has ruled out compulsory
vehicle examination, at least for,
the present. Ile indicated that
such a system would cost approx-
t imately 3,2 million dollars to es-
tablish. It would cost another 5
million dollars annualy to oper-
ate it.
In the estimates of the Depart-
ment of Agriculture, Hon. W.
A. Stewart stated that the total
food needs in Canada are ex-
pected to rise by some 70% in
the next 20 years. World needs
are expected to increase by 80%.
'60% of all food sales in Ontario
is now controlled by large food
chains and another 20 per cent is
in the hands of stores engaging
in group buying.
In 1962, the 'farm families of the
Province paid more than 50
million dollars in real estate taxes
to their local municipalities and
all together paid out more than
650 million dollars for their
operating goods and services and
other expenses, thus making
them one of the largest consum-
er groups in Ontario.
I was honoured to be chosen
by our party to lead off the
Debate in Agriculture. I pointed
out that the lack of adequate
income in the farming industrY
today was due to a large extent
to the Uovernments lack of
long-term planning and long
range planning in the agricult-
ure, field
I expressed concern that
rural people Up until this point
have not been involved in the
planning ana execution . of the
ARDA plan. The minister pledg-
ed that this situation would be
rectified.
It is rather difficult to put
