At the' advance polls for Morris on'
Saturday, 11 peole turned out to vote,
Morris Township council will hold' its next
meeting on November 12, at 7;30
Two years ago when an ,election was held
in Morris Township, 18 people turned out to
vote at the adVance polls.

While admitting there are
more farmers in his provin-
cial goveroment than there
are in Ontario's, Saskatchew-
an Minister of Agriculture
Gordon MacMurchy said if
farm organizations feel
strongly about legislation on
an issue, "they can tackle
'the government and sell it."
Mr. MacMurchy, speaking
at a lucheon-press confer-
ence on Friday, said Ontario
farm organizations should
put "pressure on govern-
ment" to solve the absentee
ownership of the province's
farmland.
He said farmers could also
seek out other groups like the
Chamber of Commerce,
trade unions, etc., to lend

Tony McQuail, second
vice-president of the federa-
tion, in responding to Mr.
MacMurchy, said, "1 think in
Ontario we are going to have
to persuade some other
groups to lend weight to this
issue."
Friday morning, before the
noon hour press conference,
Huron Federation of Agricul-
ture members took Mr. Mac
Murchy on a tour of three
area farms-- Con Eckert's
dairy farm north of Seaforth,
the Jim McIntosh farm at:
R.R. 4, Se'aforth and Law-
rence Taylor's, cash crop,
operation near Londesboro.
Following the luncheon,
Mr. MacMurchy said his
government was still under
pressure to solve other land
problernsin the province, in
addition to non-resident
ownership of farm land. He
told the audience in the
1960's in Saskatchewan there
was a significant decline in
the farm population, which
still delivers 60 per cent of
the Saskatchewan economy.
YOUNG FARMERS
To encourage young far-
mers to go into blisines, the
government devised two pro-
grams- the Land Bank and
Farmstart.
Under the Land Bank
program, a three-member
independent commission'
buys farmland to lease back
to young farmers so they' can
get a start. A farmer, ap-
proaching retirement age,
can sell his farm to the Land
Bank Commission to be
eventually transferred to his
son or to be put on the
market for lease.
Mr. MacMurchy . said a
younger farmer can lease
land for five years, with an
option to purchase it, or can
continue to're-lease the land
every five years until he
reaches retirement.
- He said currently about
one million acres of Sask-
atchewan farmland is owned
by the Land Bank Commis-
sion and 2800 farmers are
leasing this land. This pro
gram has cost the Sask-
atchewan government about
$1,25 million and there is
now a backlog of 500
from farmers wishing to sell
to the commission.
Farm start, the govern-
ment's second program,
provides capital for a young
farmer who wants to •divers-
ify his operation. Farmers
with net incomes of $18,000 a
year and below can qualify
for loans of up to $150,000.

administered by a five-man
corporation board.
Programs like the Land
13anke and Farmstart have
helped reduce the decline in
farmers from a 2. per cent
annual rate in the. 1966-71:
period to .a .6 per cent decline
in the 1976-78 period, the
minister said.
STILL PROBLEMS
Even with these programs,
the minister said the govern-
ment still has a number of
areas.to tackle. One problem
is farm size, and he said the
government still has to ad-
dress the issue of farm
ownership. While non-resi-
dent ownership has been
studied, and legislation
passed, there are still people
speculating in farmland. He
added the government also
plans to ask for legislation of
the use of farmland.
