WHAT IS IT? It's .a United States weather
instrument found by Rae Houstion on his farm
at RR 3, Brussels. Mr'. Houstion planned to
return the instrument to the States, but he
wasn't quite sure what the post office would
have to say about it. (Photo by Ranney)

Weather balloon found.
Mille United States has lost track of one of
its weather instruments, they should try
contacting Rae Houston of R. R. # 2,
Brussels; who found a rather strange object
in his field last Thursday.
Mr. Houston, who was cultivating in his „NOAA National Weather Service. This
back field, passed by the object a couple of weather instrument known as a RADIO-
times, but later decided to find out what it
was.
The instrument has a cardboard box
around it with a long plastic cylinder-type
nose coming .out of. it. Mr. Houston said
something like. an umbrella made of paper
was attached (by strings) to a hoop which is
attached to the, box. There is also a brown
bag, now broken, that probably had some
type of chemical in it to keep the instrument
in the air and a small bulbottached to some
strings which was probably a way of tracking
the instrument, has burned out.
Mr. Houston said a date on the instrument

bylaw
41scussed
BY DEBBIE RANNEY
A by-law from Listowel
requiring buildings and
• yards to be put in a safe
condition caused a lot of
discussion at Monday night's
regular Brussels council
meeting.
The di8cussion centred
around the fact that even if
Brussels agreed to accept the ,
by-law for the village, the
village had no one to enforce
it.
"Unless you get a by-law
officer, it (the by-law) isn't
worth the paper it's written
on," councillor Malcolm
Jacobs:said.
Reeve Cal. Krauter said;
"If we get the by-law on the
books and get somebody, to
do' it, we'll enforce it."
When asked why the
O.P.P. couldn't look after the
enforcing of by-laws Reeve
Krauter said that wasn't
their jurisdiction.
Council finally decided
that even though the village
didn't• have a by-law en-
forcement officer, it would at
least get the by-law on the
books.
John St. was raised again
at the council meeting. Clerk
(Continued on Page 16)
indicated it was released December 11,
1979, from. Flint, Michigan.
A notice to the finder of the weather
instrument states, "This instrument is the
property of the United States Government
SONDE was released to measure the
temperature, pressure, humidity and winds
at various heights above the ground.. The
Radiosonde operated as a. radio transmitter
which was tracked to a height of above 147
miles. If found in the United States, mail at
any post office or hand to your rural
carrier."
Mr. Houston was planning to mail the
instrument back to the States but added, "I
don't know what the post office will say."
